* * HST Rebates for BIAs *

* * Toronto BIAs * On July 1, 2010 the 8% PST and 5% GST was harmonized into a single sales tax, the Harmonized Sales Tax (HST). The full 13% HST will be applied to items which had been PST-exempt.

BIAs will be eligible for a refund of 6.24% (out of 8% PST) component of the 13% HST.

Whereas currently, BIAs apply for a refund of the full 5% GST, BIAs will now be eligible
    for a refund of 11.24% of the 13% HST. The 11.24% rebate is composed of 5% GST, and 6.24% Ontario PST refund.

BIAs should track the 5% GST rebate and the 6.24% ON (PST) rebate separately in their financial systems.

The process for refunds will otherwise remain the same. Please ensure to use your full board name (Board of Management of xxxxx Business Improvement Area) when filling the Legal name box.

* * Renew business licenses and get A-Frame sign permits online
The City has introduced new online services for businesses requiring a licence or a permit. The two new online services that will help most businesses located in BIAs are: Online A-Frame Applications and Online License Renewal Payment.
Backflow Prevention Program - Industrial, Commercial and Institutional (ICI)
A Water Supply Bylaw, for Industrial, Commercial, Institutional (ICI) and Multi-residential Properties (five or more units) is in effect to protect potential contaminates from flowing back into the City's water supply system. ICI properties require backflow prevention device(s) to be installed immediately after the water meter in order to isolate the premise. For more information and what you need to do and how this may effect your operation.
Commercial Façade Improvement Program
The City of Toronto is offering cost-shared grant funding of up to $10,000 to improve the appearance of the front of your building, subject to funding availability and application approval. The program is available in 53 eligible Business Improvement Areas. Please note: The 2010 Commercial Facade Improvement Program is now fully committed. Applications are no longer being accepted.
Murals transform the Village of Islington BIA
A multi-phased, heritage-inspired murals project is literally transforming the streetscape in the Village of Islington BIA.
Functional public art on Parkdale Village BIA streets
Taking the form of a tree, butterfly, gargoyle and other inventive designs, bike racks have been installed in various locations in the Parkdale Village Business Improvement Area (PVBIA).

BIAs help create safe, unique, and thriving business areas that attract shoppers, diners, tourists, and new businesses in an age of competition with shopping malls and big-box retailers. The City of Toronto offers grants for festivals and special events, banners and murals, façade improvements and commercial market research. Learn more about BIAs in your community.
How to create a BIA
The decision to start a BIA can only be made by the local business people and property owners. Starting a BIA is a three step process which includes establishing a steering committee, determining community interest, and holding a public meeting. The City of Toronto works closely with prospective BIAs through all three stages to offer support and guidance.
Toronto Association of Business Improvement Areas (TABIA)
The City of Toronto's BIA Office works with the Toronto Association of Business Improvement Areas (TABIA), an umbrella organization, to address and resolve ongoing issues and concerns of Toronto's BIAs. More information about TABIA.
Profiles of various capital projects
One of the important financial incentive programs available to Toronto BIAs is capital cost-share funding for streetscape improvements. Projects range from the installation of unique gateway markers, street furniture, lighting or tree pit covers to dramatic streetscape makeovers that transform the public realm and beautify the entire neighborhood.
