The City of Toronto Design Review Panel was approved by City Council as a pilot project in June 2006 and made permanent in November 2009. The Panel is an important voice for the promotion of design excellence within Toronto, and plays a significant leadership role for design professions within the development approvals process.

The Design Review Panel assists Council in fulfilling Official Plan objectives by providing City staff with professional design advice on public and private development. The Panel's goal is to improve people's quality of life by promoting design excellence within the public realm, including the pursuit of high quality architecture, landscape architecture, urban design and environmental sustainability. The Panel also plays a significant role in engendering an informed, public debate about the importance of good design within our City.

2010 Design Review Panel Meeting Schedule

Kipling Station Redevelopment
The Design Review Panel reviewed redevelopment plans for Kipling Station at its meeting in July 2007 (click here for minutes), and again in January 2008 (click here for minutes). On both occasions, the Panel requested changes to the proposal to ensure an appropriate contribution to city building and the public realm. During the second review of this project the Design Review Panel passed a motion for the Chair to send a letter to the Chief Planner outlining the Panel's concerns with this proposal. A copy of this letter is posted below. Subsequent to the second review, GO Transit - the main proponent of the project - agreed to participate in a design charrette in the interest of achieving an outcome which was more reflective of the civic opportunities of the project. This charrette was held on May 5, 2008, and was attended by more than 50 participants representing stakeholders from the TTC, GO Transit, Mississauga Transit, Metrolinx, Toronto Pedestrian Committee, Union Station Redevelopment, the Toronto Society of Architects, and local residents. The City of Mississauga and City of Toronto was represented through staff from Community Planning, Urban Design, Public Art, Civic Improvement, Transportation Planning, Facilities and Real Estate, and Transportation Services.

The Panel reviewed revised plans for the Kipling Station Mobility Hub at its meeting of October 22, 2009. These plans, as presented by Metrolinx, outlined significant changes from the previous submissions, and were unanimously supported by the Panel.
