Dundas 427 Study Area - Click for PDFIn 2008, the City retained the consulting firm of Brook McIlroy Inc. (BMI) to lead a study of lands along Dundas Street West, east of Highway 427. The purpose of the study was to identify a development vision for the area and recommend a planning framework to implement the vision.

The study was inititated because two large landowners (Honeydale Mall and Metro) had submitted redevelopment applications for their lands for a mix of commercial and residential uses.


Study Terms of Reference

The Terms of Reference report outlines the scope of the study:

Study Area

The study area includes lands on either side of Dundas Street West between Highway 427 and Shorncliffe Road. The Honeydale and Metro sites are located on the south side of Dundas Street West within the study area (see map).

Dundas Street West is a large multi-lane arterial street. The Kipling Subway Station is approximately 1 kilometre to the east, within the adjacent Etobicoke Centre Secondary Plan area. The Canadian Pacific Rail corridor forms the south boundary of the study area.

The study area contains a mix of commercial and industrial uses that include an indoor mall with many vacant stores on the south side of Dundas Street West (Honeydale), an indoor mall on the north side of Dundas Street West and along The East Mall (Cloverdale), a food store and warehouse site (Metro), light manufacturing uses, car and truck dealerships, and a small office building.

Development Applications within the Study Area

At this time, two development proposals within the Dundas/427 study area are being reviewed by City staff. Following are the links to the preliminary reports for these applications:
Community Consultation

A number of community consultation initiatives were undertaken through the study. Four community meetings were held and links to the meeting presentations and panels for each of the meetings is listed below.

A design charette was also held in the fall of 2008. Smaller working group meetings, comprised of area residents, landowners and the local Councillor were also held through the study to get feedback on matters as the study progressed.

Study Reports

The study was completed in May 2011. The final study report is the BMI study which is provided below. As well, supporting transportation and servicing studies which were prepared to inform the larger planning framework study are also included.


Next Steps

The consultants have submitted their Final Report to City Planning. A report summarizing the study and recommending an Official Plan Amendment will be at Community Council on June 22, 2011. This report will be available on the City Clerk's web page on or around June 15, 2011.
