The Toronto Green Standard (TGS) is a two-tiered set of performance measures with supporting guidelines related to sustainable site and building design for new public and private development. The standards are designed to work with the regular development approvals and inspections process. As of January 31, 2010 new planning applications are required to document compliance with Tier 1 environmental performance measures.
Applicants who also choose to meet Tier 2, a voluntary higher level of environmental performance, may be eligible for a Development Charge Refund.
Notice to clients: 2010 Energy Efficiency Building Code Requirements
Please read the notice. 
Effective January 1, 2012 the new energy efficiency requirements of the Ontario Building Code (OBC) came into effect that are now equivalent to Tier 1 of the TGS. These new requirements are applicable to all building permit applications submitted after Dec. 31, 2011. A design-stage energy modeling report will no longer be required as part of any site plan control applications for buildings being designed to meet 2012 OBC requirements.
Applications for Tier 2 compliance and refund are still required to demonstrate compliance with 35% better than MNECB or 10% better than the OBC (2012) during site plan control application, through the submission of the design stage energy modeling report. For buildings under 2000 m2 complete the Small Buildings Checklist attached to the Energy Report Terms of Reference. An As-constructed energy report is also required for Tier 2, Development Charge refund applications. Read more
The City's Energy Efficiency Office (EEO) will review the Energy Reports and determine if the building has been designed to achieve, at minimum, the TGS Tier 2 target. Projects may be eligible for a financial incentive for the energy savings achieved in the fulfilment of the TGS requirements. The "High Performance New Construction" offers design assistance and substantial financial incentives for building owners and design decision makers who exceed the electricity efficiency specified in the Ontario Building Code. This program is funded by the Ontario Power Authority and offered in Toronto by Toronto Hydro in partnership with the City of Toronto. Standards, checklists, templates
New planning applications including; Zoning By-law Amendment, Site Plan Control and Draft Plan of Subdivision received on or after January 31, 2010, are required to meet and demonstrate compliance with Tier 1 of the Toronto Green Standard. There are three versions of the Toronto Green Standard, each relating to different building types.
Instructions: Select the version that applies to your development type below. Complete the TGS Checklist for your project and include 7 seven copies in your planning submission. To assist with our review, include the completed site statistics template on the Site Plan. Read more on documentation requirements.
For new Development Applications required to meet Tier 1 of the TGS, complete the following steps to demonstrate compliance of your application with the TGS:
- Complete the TGS checklist that applies to your development type as part of your complete development application. The Checklist should be completed in full and include adequate detail to demonstrate achievement of the TGS performance measures.
- Complete the TGS Statistics Template that applies to your development type. For Site Plan Control Applications complete the full Statistics template. For stand alone Zoning By-law Amendment applications, only complete the statistics identified with an asterisk.
- Copy the completed Statistics Template directly onto the Site Plan submitted with the development application.
- Submit the TGS checklist with your Development Application.

How to Comply with Tier 1
The standards are designed to work with the regular development approvals and inspections process. Compliance with the TGS is verified on plans, drawings and in reports provided as part of your regular planning application submission. Documentation requirements are set out in A Development Guide.
The TGS Checklist and Site Statistics Template combined with information included on plans, drawings and in reports work together to demonstrate compliance. These documents are reviewed by City divisions prior to issuing planning approvals.

The Checklist acts as a guide to describe how each performance measure is addressed and to clearly reference the corresponding plan or report. Plans and reports should clearly demonstrate compliance with each performance measure. For example, AQ 4.1 Urban Heat Island At-grade: the TGS Checklist includes a description of materials used and references the landscape plan(s). The landscape plan indicates paving materials used in the legend with SRI value noted on the plan. The Site Statistics Template should include the area and % of accepted materials as per the standard.
Each resubmission should include an update of these documents prior to approvals.

Ground breaking studies
Two studies laid the groundwork for the Toronto Green Standard. The Discussion paper (see below) looked at the rational for green development and how a standard would work in Toronto. The University of Toronto Faculty of Architecture, Landscape and Design (al&d) cost benefit study looked at the cost versus the savings of implementing green development.
