Development Applications within the Study Area
At this time, four (4) development proposals within Highland Creek Village are being reviewed by City staff:

6039 Kingston Road
Planning applications to amend the Official Plan and Zoning By-law were filed with the City of Toronto on December 21, 2009 to permit a 4 storey apartment building containing 35 units including live/work units of which 16 one-bedroom units, 18 two-bedroom units and 1 three-bedroom unit are proposed. A total of 39 parking spaces are proposed, 35 of which will be located in an underground garage. The proposed apartment building would have a total gross floor area of approximately 2,963 square metres.
The site is located on the north side of Kingston Road just north-west of Highway 2A. The site is approximately 0.3 hectares in size and contains a telecommunications tower. It is anticipated that the tower will be dismantled and removed at the end of its lease term in 2022.
A community consultation meeting was held on June 21, 2010 and a subsequent workshop on August 11, 2010. A Site Plan Control application was filed on October 22, 2010.
On December 1, 2010 the Official Plan and Zoning By-law applications were appealed to the Ontario Municipal Board (OMB).
1625 Military Trail
Planning applications to amend the Official Plan and Zoning By-law and for Site Plan Control approval were filed with the City of Toronto on April 19, 2010 to permit a 4-storey, 160 unit retirement residence that will house approximately 175 to 200 residents. The proposed senior's residence would have a total gross floor area of 13, 111 square metres and a total of 66 at grade parking spaces.
The site is located on the south side of Military Trail between Kingston Road/Hwy 2A and Old Kingston Road. The subject lands are approximately 1.3 hectares in size and are largely rectangular in shape. The property was subject to a previous development proposal for a three storey townhouse development which was approved by the Ontario Municipal Board (OMB) in April 2006.
The proposed senior's facility will provide dining facilities and will be designed to accommodate modest personal service shops and retail amenities for the seniors. It is anticipated that the residence will employ 30 to 40 people creating what would most likely be the single largest employer in the core of Highland Creek Village.
A community consultation meeting for the project is targeted for the early quarter of 2011 with City staff and the ward councillor. The application will ultimately be considered by Scarborough Community Council at a Public Meeting under the Planning Act.
280 Old Kingston Road
A Site Plan Control application was filed with the City of Toronto on March 1, 2010 to permit a parking lot containing 75 spaces on the existing vacant lot at 280 Old Kingston Road. The application was submitted by St. Joseph's Church located on the adjacent property at 200 Morrish Road, at the north-west corner of Morrish Road and Old Kingston Road. The proposed new parking lot would provide additional parking spaces to be used solely by St. Joseph's Church. A total of 14 trees located on the property are to be removed, and 29 new trees are proposed.
On May 19, 2010 the Committee of Adjustment approved a minor variance to permit the lands to be used as an accessory parking lot for the church.
363 Old Kingston Road
Planning applications to amend the Official Plan and Zoning By-law and for site plan control approval were filed with the City of Toronto on June 21, 2010 to permit a 3-storey, 39 unit residential building with four (4) 1- bedroom units, two (2) 1-bedroom plus den units, twenty (22) two-bedroom units and eleven (11) 3- bedroom units. The proposed residential building would have total gross floor area of 3,559 square metres and a total of 55 parking spaces in two levels of underground parking.
The site is located at the southeast corner of Old Kingston Road and Morrish Road and is approximately 0.235 hectares in size. A community consultation meeting was held on November 10, 2010. The application will ultimately be considered by Scarborough Community Council at a Public Meeting under the Planning Act.
