Community Planning Development Approval Applications
A development approval application, which includes procedures for erecting signs, must be submitted to City Planning, customer service counter whenever your property development requires one or more of the following:

Your application form must be accompanied by the total fee payment and all required plans, studies and additional materials. The fee schedule specifies the fee for each type of application.
Submission Requirements
The applicant should refer to the Toronto Development Guide: Building Toronto Together for application requirements.
The applicant should also be familiar with the City’s Urban Design Guidelines and District/Area Based Urban Design Guidelines. In addition to the following City By-laws/Policies as they apply to your proposal:
Visit your local District’s Planning Consultant, Customer Service before you complete and submit your application(s). The Planning Consultant will provide preliminary information and may direct you to other appropriate staff. This will be followed by a more formal pre-application consultation, typically in the form of a meeting arranged through a Planner. This meeting may involve staff from a number of departments and identifies issues of concern and concurrence, guides the content of the application submission (reports, studies, drawings, etc.) and identifies the need for any further applications or approvals.
You are strongly encouraged to undertake this consultation as it will save you time and money as you proceed through the review process.
There may be additional financial requirements arising from the application to be paid by the proponent, including, but not limited to, park dedication or cash-in-lieu, peer review of technical reports, agreements and associated fees and applicable securities.
The applicant grants the City permission to reproduce, in whole or in part, any document submitted as part of a complete application for internal use, inclusion in staff reports or distribution to the public for the purpose of application review. The applicant agrees to provide a reasonable number of copies of any such document, or parts thereof, in paper and/or electronic form, to the City for internal use and distribution to the public for the purpose of application review.
Committee of Adjustment Application
Toronto City Council has appointed a Committee of Adjustment consisting of citizen members. The Committee of Adjustment operates as four panels: Etobicoke, North York, Toronto East York, and Scarborough. They regularly hold public hearings to consider applications for minor variances, permission and consents.

Rental Housing Demolition and Conversion Control By-law
Bylaw 885-2007 under Section 111 of the City of Toronto Act, gives the City enhanced authority to protect rental housing from demolition and conversion to non-rental purposes.

Telecommunications Towers (Cellular Telephone Towers)
The approval of the location of new telecommunication towers is the responsibility of Industry Canada (Federal Government). Industry Canada can request municipalities, like the City of Toronto to provide comments on a proposal for a new telecommunications tower. In these cases, the City requests proponents to fill out the application form. The City of Toronto’s Telecommunications Protocol provides guidelines in evaluating telecommunication tower and telecommunication antenna proposals.
