* City Planning is committed to working with City Council and the citizens of Toronto to improve the planning process. Specific focus will be aimed at addressing necessary changes to the City of Toronto Act, the Planning Act and to Ontario Municipal Board reform.

An important aspect of these changes will be in finding ways to improve citizen's role in the planning process by encouraging their greater, more meaningful participation.

Ideas and suggestions gained from ongoing consultations with our citizens on the values and needs of our communities, will ultimately be reflected in our planning decisions.

The City Planning Division has put this information together as a resource for the public, and is intended to offer an overview of the Division and its practices.
Chief Planner's Report on Improving the Planning Process
The Chief Planner and Executive Director of City Planning has submitted a report in response to the recommendations made in the Planning and Transportation Sub-committee to Review the City's Planning Process Report (September 29, 2005) for operational changes to planning processes.

Final Report on Improving the Planning Process
The Planning and Transportation Sub-Committee has completed its Report on Improving the Planning Process. The report reviews and recommends operational changes to planning processes in order to improve public participation, collaboration, communication, accessibility, transparency and accountability. It will be discussed at the next Planning and Transportation Committee meeting on October 6, 2005.

Wrap-Up Public Consultation Session
The Planning and Transportation Sub-Committee conducted a Wrap Up Public Consultation session on Improving the Planning Process that was held on September 20, 2005 at City Hall.

A copy of the presentation given on September 20, 2005 is now available for your review.

In July, all public comments from the Public Consultation session were posted on this web page and now the Sub-committee has produced some draft recommendations for your input. The draft recommendations and your comments will form the basis of an Improving the Planning Process report that will be submitted to the Planning and Transportation Committee on October 6 2005.

Public Consultation Meetings
The Planning and Transportation Sub-Committee on improving the planning process conducted Town Hall sessions in each of the four districts of the city during the month of June, 2005. Their goal is to enhance meaningful community engagement and participation in the planning process.

Toronto Heritage Grant Program
The Toronto Heritage Grant Program provides matching grant funds for eligible conservation work in each of the two project categories: 1) residential house form buildings, and 2) commercial, institutional, multi-residential and industrial form buildings.

Design Review Symposium: Toward a Made in Toronto Solution
The desire to promote higher standards of urban design and better quality urban development is a popular sentiment but hard to achieve. Mayor David Miller has added his voice to the debate, and Toronto has now begun to search for ways to enhance the quality of our public realm. Come take part in a critical debate with international and local design review experts.

The City of Toronto has scheduled four public consultation meetings on the planning approval process.

You are invited to share your ideas on ways to improve citizen involvement in development applications.

Message from Councillor John Filion, Chair

Dear Residents:

As one of its priorities for this term, the City of Toronto is reviewing its planning approval process. A Sub-Committee of Councillors from the Planning and Transportation Committee has been meeting for several months to propose changes which will provide for improved community involvement in the processing of development applications.

An important part of the Committee's work is to consult with residents and representatives of the development industry to receive their comments and suggestions. Meetings have been scheduled in each of the four districts (see above).

The meetings will consist of an open house beginning at 6:00 p.m. then a presentation followed by round table discussions. We will, of course, attempt to accommodate anyone who wishes to participate.

We look forward to your participation.
