Background and Purpose of Study
In January 2012, Toronto and East York Community Council requested the City Planning Division to undertake a visioning study in 2012 of Queen Street East between Coxwell Avenue and Neville Park Boulevard. Council directed that study be completed in consultation with the Ward Councillor, local community and other City Divisions. It also directed that the outcome of the study would be appropriate Design Guidelines that balance the policies of the Official Plan with the desire of the local community to maintain the existing character of this portion of Queen Street East.
The visioning study will focus on the built form and physical character of Queen Street East within the study area (see map below) and how to accommodate future development. This includes thinking about building envelopes, height and massing, architectural treatment and landscape elements.
Did you know?
The current Design Guidelines for “Queen Street East – The Beaches” were originally written and adopted by City Council of the former City of Toronto in 1987. At that time four distinct districts were identified on Queen East (between Woodbine and Victoria Park), including The Entrance to the Beaches, The Western Regional District, The Centre Local Service District and The Eastern Residential District. The City and community both recognize that these are out-of-date and may not fully reflect the policies of the Official Plan and may not result in development that will contribute to creating vibrant, high quality mixed-use development on this portion of Queen Street East. This visioning study is intended to bring the policies up to date.
A Community Conversation
The Visioning Study will be a three part process starting in June 2012. City staff, the local councillor and other stakeholders in an open and transparent discussion about appropriate Urban Design Guidelines for Queen East. Each part of the conversation is designed to provide the City with feedback from the community that will help shape the Guidelines. The Discussion Guide (link provided in the meeting sections below) includes a graphic that provides an overview of the process and shows the close connections between the different activities. All community workshops are being held at the EMS Training Centre (895 Eastern Ave. one block east of Leslie St.). Everyone is welcome to attend.

Queen Street East Public Consultation – Independent Facilitator
An essential part of the Queen Street East Visioning Study is effective communication and consultation with members of the community and stakeholders.
The City of Toronto has retained an independent facilitator, whose role will be to conduct all meetings with the community in an open and fair manner. The Facilitator will act independently and will have no vested interest in the outcome of the study.
| Stakeholder Advisory Committee
The Stakeholder Advisory Committee (SAC) is intended to provide a multi-stakeholder forum for discussion of approaches, concepts and alternatives as part of the project. The SAC membership will be comprised primarily of representatives from local organizations including resident associations, the BIA, advisory panels, business groups and the development industry. There will be a few spots on the SAC reserved for individuals that do not represent established organizations. These spots are intended to accommodate local professionals with skills/experience in urban planning, urban design or architecture that is applicable to the study.
