City Planning Final Report
City Planning staff have prepared a final report recommending approval of amendments to the Official Plan and the Sullivan Community and Tam O'Shanter Community Zoning By-laws to implement the findings and recommendations of the Sheppard Avenue East 'Avenue' Study. The report also provides recommendations and an implementation strategy to help advance the revitalization of Sheppard Avenue East between the former Hydro Corridor and Bay Mills Boulevard/Aragon Road within the Study Area. City staff in conjunction with the City’s consultants held its 2nd community meeting to review the draft framework for Sheppard/Warden Avenue which incorporates what we have heard to date from community representatives and the business community including recommendations on land use, built form, new road connections, streetscape and park improvements. At its April 29, 2009 meeting, City Council approved an ‘Avenue’ Planning Study for the portion of Sheppard Avenue East between the former Hydro Corridor and Bay Mills Road/Aragon Avenue. This part of Sheppard Avenue East, is identified as an ‘Avenue’ in the City of Toronto Official Plan (see inset map). Avenues are intended to gradually accommodate development as Toronto continues to grow.

The consulting firm, Urban Strategies Inc. has been retained as the lead consultant to prepare the study report, targeted for completion in summer of 2010.
This study will make recommendations for implementing the policies of the City of Toronto Official Plan. Recommendations may include area wide zoning changes, urban design guidelines and other area specific planning tools. City Planning staff will be responsible for developing new policy, zoning and urban design guidelines as appropriate to implement the recommendations.

The second LAC for the Sheppard Avenue Study was held on Tuesday, March 31, 2010 at 7:00 p.m. in the Stephen Leacock Community Recreation Centre - 2nd Floor Meeting Room at 2500 Birchmount Road.

Design Charrette: Saturday February 20th, 2010, held at the Stephen Leacock Community/Recreation Centre - 2500 Birchmount Road
On Saturday February 20th, 2010, the City of Toronto, in conjunction with the consulting team of Urban Strategies Inc. hosted a public design charrette with the purpose of collecting design input from the community for the Sheppard Avenue 'Avenue' Study. Charrette events included a power point presentation, design exercises and a design synthesis exercise that invited the participants to share their ideas about Sheppard Avenue centred at Warden Avenue with others in the community, the City and the consultants. Participants were broken up into 2 groups.
Four planning exercises were undertaken by each group:
- Exercise #1: Confirmation of the Planning Principles
- Exercise #2: Establishing the Conceptual Network of streets, lanes and development blocks
- Exercise #3: Sheppard Avenue Place-Making
- Exercise #4: Built Form Opportunities
Following completion of all exercises the groups made a short presentation highlighting key ideas generated during the day.

Background
The purpose of the Official Plan is to direct physical growth by:
- Identifying areas where the City wishes to see that growth occur (Downtown, Centres and Avenues and employment growth in Employment Districts);
- Focusing civic resources to ignite that change; and
- Creating a new regulatory framework (i.e. zoning by-law and design guidelines) that allows development to proceed in a timely manner with a degree of design flexibility while continuing to provide the broader community with a level of certainty about the character and form of development.
Study Purpose
The purpose of the study is to identify a vision for the future development of the area, as well as develop an implementation program to achieve this vision. Each Avenue is different in terms of lot sizes and configuration, street width, existing uses, neighbouring uses, transit service and streetscape potential. There is no one size fits all program for the Avenues. A framework for change will be tailored to suit the local conditions along the street and will involve local residents, businesses and other stakeholders as identified in Section 2.2.3 of the Official Plan.
The Sheppard Avenue East ‘Avenue’ Study will identify:
- Where and how mid-rise, mixed-use buildings can be located;
- How the streetscape and pedestrian environment can be improved;
- Where public open spaces may be created and existing parks improved;
- Where trees should be planted; and
- How use of the road allowance can be optimized and transit service enhanced.
Study Process
This study is targeted to be completed by Summer 2010. Following completion of the review, city planning staff, will prepare a report that may include area-specific zoning regulations to guide development, which could include a mix of uses, heights, densities, setbacks and other zoning standards. The report may also contain urban design guidelines, a streetscape plan, landscaping, road improvements and improved access to public transit.
Community Consultation
City Planning staff and the consulting team will be holding a number of community consultation meetings and a design workshop for the study. City Planning staff and the consulting team will consult with the Local Advisory Committee (LAC) which will be established to help guide the development of the Avenue Study.
The LAC is comprised of local area residents, business owners and property owners. The LAC is established to provide input to city planning staff and the consulting team with respect to issues and opportunities within the area and to provide feedback throughout the study process.
