* * St. Clair Avenue West (Keele/Weston to Scarlett) Land Use and Avenue Study *

St. Clair Avenue West between Keele/Weston and Scarlett Road has been an area in transition over the past two decades. It is currently a mix of remaining meat packing industries, newer residential developments, large scale retail establishments, traditional main-street commercial and automotive uses.

The purpose of the first phase of the study is to examine the existing employment base, Official Plan designations and zoning and to recommend any changes to the land use regime. The second phase of the study will look at creating a design framework for new development on sites where growth is to be anticipated and encouraged and improvements to the area that should accompany that growth.

The City Planning Division is co-ordinating the study and has retained a consortium of consultants led by GHK International.

Final Public Meeting - November 24, 2010 St. Clair Avenue West - August 2010

In July 2010 the consultant team submitted their final report, draft urban design guidelines and a summary of community consultation. City Staff will be submitting an implementation report to Committee early in 2011, which will include recommended changes to the Official Plan and Zoning By-law. Prior to the implementation report a community meeting will be held to review the recommended actions. On April 7, 2010 the Local Advisory Committee met to review the findings of the charette. A design workshop (charette) was held on February 27, 2010 at George Bell Arena to discuss changes in land use, the framework for future development and public realm improvements in the study area. Local Advisory Committee (LAC) Meeting - January 11, 2010 Initial Public Meeting
The first public meeting for this study was held on Wednesday November 25th, and was attended by approximately 80 area residents and businesspersons. After the consultants presentation, which can be viewed below, the area residents and businesspersons broke into groups and discussed the strengths and weaknesses of the area, and their vision for this 'Avenue'.
