Redevelopment of the West Queen West Triangle is on the agenda for the June 14, 2006 Toronto and East York Community Council meeting. Various Reports presented at the June 14, 2006 Community Council meeting are now available for review.

Background

Owners of four of the properties within this triangle have applied to the City for Zoning By-law and Official Plan amendments. The Secondary Plan for the Garrison Common North area specifically states that a number of studies must be undertaken before significant development occurs in this area. City Planning has begun the process of completing those studies in order to plan comprehensively for the West Queen West Triangle area as a whole.

Study Area

The West Queen West Triangle consists of formerly railway-related industrial lands. Most (but not all) of the manufacturing and warehousing activities have left the area. A variety of businesses and residents have moved in over the last 20 years, including a number of arts-related activities.

Several land owners have submitted proposals to the City for redevelopment, including several tall buildings, up to 26 storeys. City Planning notes the following issues related to the redevelopment of the area:
  • fit with existing neighbourhood character, in terms of physical form and mix of uses
  • building heights, massing and shadows
  • preservation of historic buildings
  • the displacement of employment lands and impacts on the local art industry
  • roads, traffic, transit and parking
  • adjacency to the rail corridor
  • parks and landscaping
  • environmental building practices and sustainable development
  • additional housing, including affordable housing
  • the need for comprehensive planning vs. site-specific planning
  • densities
Working Group

A working group has been established, including the local councilor, representatives from the local residential, business and arts communities, from the City and from the proponents of applications for rezoning and Official Plan amendments for the properties at 1171 Queen Street West, 48 Abell Street and 150 Sudbury Street. This working group met throughout April and May 2006 to discuss planning issues related to the West Queen West Triangle.

Community Consultation

A community consultation meeting was held on November 16th, 2005 at the Mary McCormick Community Centre to provide an overview of the proposed developments, to present City Planning's draft vision for the redevelopment of the WQW Triangle and to provide a forum for public discussion of the issues. The meeting was attended by approximately 150 local residents and landowners.

Appeals to the Ontario Municipal Board (OMB)

The applications for amendments to the Zoning By-law and Official Plan at 1171/1171R Queen Street West, 48 Abell Street/1199 Queen Street West and 150 Sudbury Street have been appealed to the Ontario Municipal Board. Pre-hearings will continue through to June 2006. The hearings are scheduled for September-October 2006.
