Proclamation
"Day of Reflection on the Genocide in Rwanda"

April 7, 2004

WHEREAS: the United Nations General Assembly, guided by the Charter of the United Nations and the Universal Declaration of Human Rights, recognizes the 10th anniversary of the Rwandan Genocide and has designated April 7, 2004 as a day of reflection; and
WHEREAS: the United Nations has encouraged all its member states and organizations around the world to observe this day in memory of the victims of the genocide in Rwanda; and
WHEREAS: many alleged perpetrators continue to elude justice and only through relentless efforts to combat impunity, educate and promote awareness of the genocide can we restore dignity to the victims by acknowledging and commemorating their suffering.
NOW,
THEREFORE: I, Mayor David Miller, on behalf of Toronto City Council, do hereby proclaim April 7, 2004 as a "Day of Reflection on the Genocide in Rwanda" to remember the suffering of the victims.
