| WHEREAS: |
Tommy Douglas spent 42 years in elected office, advocating the rights of the disadvantaged and fighting for social equality. |
|
Tommy Douglas was responsible for creating our most cherished social programme and is widely recognized as the father of Medicare. |
|
Tommy Douglas’ tremendous contribution to Canadian political life led beyond the creation of Medicare to our old age pension system and to unemployment insurance. |
|
On the 100th anniversary of his birth, Tommy Douglas’ legacy continues to motivate us, and his words “Courage, my friends, it’s not too late to make a better world” serve as inspiration to all Canadians. |

| THEREFORE: |
I, Mayor David Miller, on behalf of Toronto City Council, do hereby proclaim October 20, 2004 as "Tommy Douglas Day" in the City of Toronto, to recognize and celebrate a true Canadian hero. |
