Request for Proposal (RFP) Process

Service agreements and Requests for Proposals (RFPs)
Employment and Social Services enters into service agreements with organizations across the city to deliver programs for people who are receiving Ontario Works benefits.

These programs include Employment Placement, Pre-Employment Development, Skill Training and Self-Employment Development.

Service agreements are awarded through a Request for Proposal (RFP) process. When service agreements are required, the RFP is posted under call documents on the City of Toronto website.

If your organization does not have a service agreement but is interested in providing skill training to people who receive Ontario Works benefits, it may be possible for you to do so through individual training.

Current partnerships
Employment and Social Services enters into service agreements with organizations to deliver a range of programs for people who are receiving Ontario Works in Toronto.

The following providers currently have a service agreement with Toronto Employment and Social Services.

If you are receiving Ontario Works benefits and you are interested in taking a program, talk to your caseworker or read more about available employment services.
