Highlights of Design Competition

Invitation

The City of Toronto invites Architects to participate in an exciting Design Competition for the redevelopment of a prominent public property located in the iconic St. Lawrence Market Complex at the core of the City’s historic St. Lawrence neighbourhood.

The St. Lawrence Market Complex consists of three buildings: St. Lawrence Hall, the South Market and the North Market. St. Lawrence Hall and the South Market are heritage jewels to be retained, while the North Market property requires redevelopment.

The City’s redevelopment strategy is to replace the existing one storey North Market building with a new multi-storey, multi-purpose building (of approximately 11,237 square metres above grade) that houses the established Saturday Farmers’ Market and Sunday Antique Market, Toronto Court Services’ court rooms (for offences under the Provincial Offences Act) and administrative offices on the upper floors, and a 250-space underground parking garage. The City has selected a two stage design competition process to deliver the design of this project.

The competition presents architects with the opportunity to create a new North Market building that has relevance for the future, is sustainable and energy efficient, and expresses its function as a place to be. A public market has existed in one form or another on the North Market site since 1803 and will continue to do so well into the 21st century. The question of how to combine the long-standing civic function of a public market with an expanded role that reflects the diverse and multi-faceted needs of the City - in a building that is still capable of representing the history of the area - poses a unique and exciting challenge.

The City is confident that the design community can add architectural excellence to the St. Lawrence neighbourhood, and create an exciting and respectful building on a site that is considered to be the birthplace of the city.

Program Description

The spatial requirements of the new North Market building are based on a recently completed building program.  The following table is a summary of the use/facility requirements for each floor.

The building will also be served by a 250 space parking garage below grade.

Budget Framework

The estimated construction cost of the St. Lawrence Market North building is $58.1 million (2009 dollars), excluding applicable taxes.

Short-listed competitors for Stage II are required to make submissions within the estimated construction budget limitations as set out in the Competition Brief

Summary of the competition process

The Competition is structured as a limited design competition. Stage I is a Request for an Expression of Interest and pre-qualification process. Stage II is a limited competition. It is being sponsored by the City of Toronto. The City's Facilities & Real Estate Division and a Professional Advisor, retained by the City will jointly administer the competition.

A Respondent is any legal entity, being a person, partnership or firm that submits a submission in response to the Competition Brief.  A Competitor is a Respondent that has been short-listed to continue to Stage II of the competition.

In Stage I, all eligible Respondents are invited to submit an Expression of Interest.  The Stage I Expression of Interest must be received by the City by January 8, 2010.  A qualified team of City staff and the Professional Advisor will select a short list of three (3) to five (5) Respondents to go on to Stage II.  Those Respondents selected to continue to Stage II will develop design submissions that will be evaluated by a jury of seven members.  The jury, chaired by the Professional Advisor, will select a winning design. 

The competition will include a public exhibition where interested members of the public can view and comment on the design submissions of the Stage II competitors.  This public exhibition is expected to occur in May of 2010, while the winning design is expected to be announced by the end of June 2010.

Competition Jury

The jury will be composed of seven (7) members, all qualified individuals who can not only speak to the design of the building and heritage context, but have specialized interests in sustainability, markets, planning, urban design, courts, community and the arts. 

A short biography of each juror will be provided at the onset of Stage II of the competition. 

Honoraria

Each competitor in Stage II will receive an honorarium of $70,000 Canadian dollars (excluding all applicable taxes).  Honorarium will be paid after the competition adjudication and confirmation by the Professional Advisor that the competitor met the minimum submission requirements.
