Contact 311 to submit a service request to report an infraction of the dog walking bylaw.
- While in a park, no person shall have the control of more than three dogs.
- All Commercial Dog Walkers who walk from 4 to a maximum of 6 dogs, at any one time in City parks, green spaces or waterfront areas, must obtain a Commercial Dog Walker Permit.
- You cannot walk more than three dogs at once anywhere in the city (sidewalks, parks) without a commercial dog walker's permit.
Regulations
- Dogs under the supervision of Commercial Dog Walkers must adhere to leash policies in all parks. Dogs, when on-leash, are welcome in most City parks. Currently, there are 33 off-leash areas in Toronto parks. Dogs are only allowed off-leash in designated off-leash areas.
- TMC Chapter 349, requires that all dogs (and cats) owned by City of Toronto residents must be licensed and wearing a tag.
- Commercial dog walkers who are walking 4 to 6 dogs at a time in a City park are required to prominently display their permit by wearing it around their neck or fastening it to their clothing. The permit is quite colourful so that it will be readily identifiable. Enforcement of this requirement has commenced. Failure to comply with the applicable Toronto Municipal Codes will result in the suspension of permits in accordance with the Commercial Dog Walker Permit Policy.
- Commercial Dog Walker Permits are NOT transferable and each dog walker (employee) is required to have his/her own permit.
"Park" refers to any City park, greenspace or waterfront area.
