The City of Toronto is running a study to find out how the City’s existing Dog Off-Leash Areas can be improved to accommodate an increasing human and dog population.

Dogs off-leash areas in City parks are an enclosed area for dogs to socialize and run free. These areas are also designed to allow for proper-drainage, so parks can keep looking their best.

The City has expanded Green Bins (organic waste) to all Dog Off-Leash Areas in parks across the city. In parks that do not have a Green Bin, residents are encouraged to dispose of organic waste in garbage bins.

Dogs are to remain leashed in other areas of parks or the dog owner/walker will be subject to a fine of $365. Help keep everyone safe – including your dog!

Code of Conduct and Bylaws

  1. Follow all signs and respect all boundaries.
  2. Dogs must be on a leash at all times (except when in the dogs off-leash area)
  3. All dogs must have a visible municipal licence tag
  4. Dogs must be vaccinated
  5. Dogs must not trample or endanger plant material and other park resources
  6. The following dogs aren’t allowed in dogs off-leash areas:
    1. Pit Bulls or other dangerous animals – see the Dog Owner’s Liability Act
    2. Female dogs in heat
    3. Any dog that has been issued a muzzle order by the Executive Director of Municipal Licensing and Standards
  7. Dogs must not chase wildlife
  8. Pick up after your dog and throw it out in a disposal bin
  9. Keep dogs in sight and under control at all times
  10. Don’t leave dogs unattended in the off-leash area
  11. Repair holes dug by the dogs under your control

Fines

Each of the following bylaw infractions carries a fine:

  1. Dogs off-leash
  2. Dog at large
  3. Dog with no licence
  4. Failure to clean up after your dog
