Eligibility
Refunds may be claimed for security deposits placed with the City of Toronto for the following:
- Municipal Licensing & Standards – inactive pawn shop licenses (2008)
- Damage deposits – infrastructure in the public right-of-way including, but not limited to roads, sidewalks, and traffic infrastructure (2001 – 2019)
- Site Plan Financial Securities (prior to 2014)
- Water & Sewer Service Installations (2008 to 2023)
- Development Review – new infrastructure (2001 – 2019)
- Deposits For Hydrant Usage (2007 to 2019)
- Environmental Peer Review (2002 to 2019)
- Municipal Infrastructure associated with Development (2001 to 2019)
- Right-of-Way Management – construction of municipal infrastructure to support a new development or redevelopment (2001 -2019)
- Solid Waste Deposits – garbage disposal and drop & load services (2010 to 2017)
How to Submit
Requests must include proof of payment (cancelled cheque, credit/debit card receipt and/or a receipt issued by the City) along with this form. Refund requests for Right of Way deposits must be accompanied by a permit number.

Requests for unclaimed deposits will be accepted until October 21, 2024. Any unclaimed deposits after this date will be forfeited.
