The City is developing the Bluffer’s Action Plan to guide the long-term renewal of this signature waterfront destination in Scarborough. The Action Plan will identify priority improvements to enhance the park’s visitor experience, with a focus on environmental and physical upgrades. Community and Indigenous engagement will help shape the plan.

This project has been classified as an Involve project based on the International Association for Public Participation Spectrum. This means we engage with the public throughout the process of developing the Action Plan, including the development of a vision, guiding principles and prioritized actions for the plan.

Public Life Study

The City is conducting a public life study to gather observations on how people are using Bluffer’s Park, which will help inform the development of the Action Plan. The study documents activity on both weekdays and weekends, providing observations on how busy different areas are and offering insights into improvements for pathways, entrances and overall movement within the park. The final report will be published on this page and will include observations, insights and reflections from the study team to help inform future engagement and design work.

In this phase, the project team will work with the community to understand their needs and priorities, and to define a vision statement, guiding principles and draft actions for the Action Plan. These will be further developed and prioritized in Community Engagement Phase 2.

The community engagement activities anticipated in this phase include:

  • virtual public information meeting

    In this phase, a Community Working Group will be established to further develop and prioritize the draft vision statement, guiding principles and draft actions. The Working Group will bring together invited representatives from key local organizations alongside members selected through a civic lottery process, ensuring a broad range of community perspectives. The results of this phase will inform the development of the draft Action Plan.

    Bluffer’s Park is a destination park along the waterfront in Scarborough, featuring a sandy beach, picnic areas, trails, lookouts and a boat launch. The park is approximately 76.7 hectares (190 acres) in size.

    Originally created by the Borough of Scarborough, the park was transferred to the Metropolitan Toronto and Region Conservation Authority in 1960 as part of the Waterfront Plan for Metro. For decades, Bluffer’s Park has been one of Toronto’s most-visited parks, offering a natural escape for residents and visitors alike.

    As the city grows and demand on its waterfront parks, natural areas and recreational facilities increases, the City is focused on renewing Bluffer’s Park for the benefit of Scarborough, Toronto and visitors from across the region.
