In July 2018, Council adopted the Yonge-Eglinton Secondary Plan (OPA 405), which the Province approved in June 2019 with 194 modifications. OPA 405 sets out a 25-year vision with a policy framework to guide intensification and priority infrastructure improvements.

In adopting OPA 405, Council directed City staff to develop a series of Implementation Strategies to ensure the provision of adequate infrastructure to support growth in Midtown. City Planning is leading the coordination with our partners in other City divisions and agencies to address Parks & Public Realm, Community Services and Facilities, Local Transportation and Municipal Servicing.

Council also directed the development of a zoning by-law for Midtown to implement the policies and objectives of the Yonge-Eglinton Secondary Plan.
