Litter & Garbage

Any waste as defined in the bylaw cannot be dumped on either City property or private property.

If Your Garbage Bin is Full

• City garbage and recycling bins are reserved for litter only. The public is not permitted to place any household garbage in any City of Toronto receptacle. Any person found dumping can be charged under the Litter and Dumping bylaw.
• If you have more garbage than will fit in your bin, you can set out extra garbage bags beside your garbage container for collection, as long as a City-issued tag is attached.

Illegal Dumping on Private Property

It is against the Littering and Dumping Bylaw to dump garbage or waste on someone else’s property.

The City will investigate a complaint only if:

• A witness can identify who did the dumping.
• The witness is willing to appear in court if needed.

If these conditions are not met, the City will not investigate.

Property owners are responsible for removing garbage that has been dumped on their property. If a property owner receives a Notice of Violation and does not clean up the waste within the required time, the City may arrange for the cleanup. The cost of the work, along with any additional fees, may be added to the property owner’s tax bill.

Preventing Illegal Dumping in Private Bins

To help prevent illegal dumping, private dumpsters and storage bins should be kept locked when possible.

Fines

The fine is $500, as per Littering and Dumping Bylaw.
