The City’s Home Ownership Assistance Program supports the development of new non-profit affordable and attainable home ownership housing for low to moderate income households.
The Home Ownership Assistance Program provides non-profit and private sector development partners relief from Development Charges, Cash-in-Lieu of Parkland Dedication, Community Benefits Charges, Planning and Building Permit Fees, as well as loan funding and land contributions, where available.

The Home Ownership Assistance Program includes two streams: a non-profit development stream, and a non-profit/private partnership stream.
The non-profit development stream is for non-profit owned and developed projects.
The non-profit/private partnership stream is for projects whereby a private developer provides a non-profit partner with new homes on a “turn-key” basis to be sold under the terms of the HOAP program.
The HOAP application package is available from the City of Toronto’s Housing Secretariat and will be provided after an introductory meeting between City staff and the applicants. The application process is designed to ensure the City receives applications in an orderly and efficient manner and that applicants receive fair and equitable treatment in the receipt and evaluation of their applications.
