The City of Toronto is proposing new sidewalks and accessibility upgrades as part of planned road resurfacing on Monarchdale Avenue, Parkchester Road, Westchester Road and Noranda Drive in Fall 2025. Building sidewalks when roadwork is planned is the most efficient and cost-effective way to build them.

The goal of the proposed sidewalks is to improve safety and accessibility, particularly in the winter months, when roads are icy, pavement width is narrowed by snow, and with daylight hours reduced, the walking conditions are less safe than roadways with sidewalks. The City is responsible for clearing snow from sidewalks in the winter months after a certain amount of snowfall.

The proposed sidewalks align with City Council-adopted policy, which requires sidewalks on one or both sides of Local roads, to connect existing gaps in neighbourhood sidewalk networks and to provide a safe and accessible place for pedestrians.

Road resurfacing involves replacing the old asphalt surface with a new asphalt surface and provides an opportunity to improve safety for road users. The proposed sidewalks would be built within a portion of the road through a minor narrowing of the road width while maintaining existing traffic operations and existing number of parking spaces in driveways.

Monarchdale Avenue

  • New 1.5 metre wide sidewalk proposed on the north side from Brookhaven Drive to Parkchester Road.
  • Proposed curb extensions at 22 and 32 Monarchdale Avenue to improve the safety and visibility of pedestrians, to retain the existing trees in the right-of-way and discourage vehicle speeding.
  • No parking anytime fronting the two curb extensions (impact to four on-street parking spaces).

Noranda Drive

  • New 1.5 metre wide sidewalk proposed on the north side from Brookhaven Drive to Parkchester Road.
  • Sidewalk shifts to south side at 35 Noranda Drive to retain trees on north side that are close to the curb and to connect to proposed new sidewalk on Parkchester Road.

Parkchester Road

  • New 1.5 metre wide sidewalk proposed on the northwest side from Brookhaven Drive to Noranda Drive.
  • Proposed curb extension at 35 Westchester to improve the safety and visibility of pedestrians, to retain the existing trees in the right-of-way and discourage vehicle speeding.
  • No parking anytime fronting the curb extension (impact to two on-street parking spaces).

Westchester Road

  • New 1.5 metre wide sidewalk proposed on the north side from Brookhaven Drive to Parkchester Road.

The City is holding a Public Meeting to provide residents with an opportunity to learn more about the proposed sidewalks and speak with City staff. A presentation will be followed by a Question & Answer period.

Subject to resident feedback, Transportation Services plans to include the new sidewalks for all four locations in a report to the June 11, 2025, meeting of the Infrastructure and Environment Committee for recommendation to City Council. Comments can be submitted to the Infrastructure and Environment Committee between June 5 and June 10, or you can arrange to speak at the committee meeting.

Pending City Council approval, installation would begin in Fall 2025. A Pre-Construction Notice and Construction Notice will be circulated in advance with more information on what to expect during construction.

Provision of safe, comfortable and accessible sidewalks on all public streets is a fundamental objective of the Vision Zero 2.0 Road Safety Plan. Sidewalks support safety, accessibility, affordable transportation, physical activity, safe routes to school, aging in place and sustainable growth. These themes are reflected in the City’s Official Plan (2004), Pedestrian Charter (2002), Walking Strategy (2009), Seniors Strategy (2013), Healthy Streets (2014), Road Safety Plan (2016), and Vision Zero 2.0 Road Safety Plan Update (2019), among others. Local roads remain the largest gap in the walking network and generate the highest number of requests for new sidewalk installations.

Monarchdale Avenue, Parkchester Road, Westchester Road and Noranda Drive are classified as Local roads. Local roads typically move a low to moderate amount of motor vehicle traffic. The proposed sidewalks align with City Council-adopted policy, which requires sidewalks on one or both sides of Local roads, to connect existing gaps in neighbourhood sidewalk networks and to provide a safe and accessible place for pedestrians.
