The City of Toronto plans to begin road reconstruction and watermain replacement on Hillside Drive between Don Valley Drive and Broadview Avenue in 2026. As part of the planned construction, the City will be making changes to the design of Hillside Drive.
The changes include enhanced green spaces and green infrastructure such as bioswales and permeable paving, new sidewalks, changes to on-street parking and construction of an accessible connection between the north and south segments of Hillside Drive.
Following the meeting with residents this past spring, the design has been finalized. The design is consistent with the City of Toronto’s Vision Zero Road Safety Plan, the Missing Sidewalk Program, the City’s Resilience Strategy and accessibility and green streets design standards.
The design reflects feedback received from residents who worked closely with the City throughout the design process. In response to resident feedback, the project team incorporated additional permeable paving and expanded bioswale areas with overflow catch basins to increase stormwater storage capacity.

Pre-Construction Notice – July 2026
The project area includes Hillside Drive from Broadview Avenue to Don Valley Drive. It also includes a small section of Gamble Avenue from Hillside Drive to Broadview Avenue.
Council Direction – 2014
City Council directed City Planning, Transportation Services, Toronto Water, and Parks, Forestry and Recreation Forestry and Recreation (now Environment, Climate & Forestry) staff, staff, in consultation with the Toronto and Region Conservation Authority, the Ward Councillor and area residents, to develop green streetscape options for Hillside Drive.
Final Design Report – 2016
City Council adopted a Final Report recommending the formation of a Working Group. This group would provide input and advice to City staff during the detailed design phase of the project.
Community Engagement – 2017
The Working Group held two meetings with local residents. Feedback was gathered on key topics such as open space needs, greening strategies, pedestrian connections and parking.
Storm Drainage Assessment – 2018
A review of the area’s stormwater infrastructure identified opportunities for improvement. Due to the complexity of these findings, the project was paused to allow for a more detailed investigation.
Infrastructure Review Completed – 2024
The stormwater review was completed through the Basement Flooding Protection Program (BFPP), Study Area 46. This assessment provided the necessary information to move forward with planning.
Project Resumes – 2025
Although construction under BFPP 46 has not yet been scheduled, the City has decided to proceed with the Hillside Drive Green Street Project. Planning and design work continued with an additional working group meeting being held.
