Heavy concrete breaking and excavation of TTC tracks is anticipated to be complete by June 11. Watermain replacement is underway east of Church Street.

 

The City of Toronto and the Toronto Transit Commission (TTC) are renewing aging streetcar tracks at the King Street East and Church Street intersection. The City is also replacing the 142-year-old watermains at the intersection

This work is required to bring the watermains and track infrastructure to a state of good repair and is part of the Council-approved 2025 Capital Works Program.

Work began in May and is expected to be complete by mid August 2025.

  • June 2025 – In May, the City of Toronto and TTC started work to replace sections of the 142-year-old watermains and rebuild streetcar tracks at King Street East and Church Street. Due to unexpected underground utility conflicts on the south side of King Street, changes to the construction approach are required and a portion of the watermain that was originally planned for replacement will be relined to extend its service life.
    To avoid delays to the project schedule, crews will complete watermain work and advance streetcar track replacement at the same time. The intersection will now be fully closed to all traffic starting Monday, June 2. TTC service will divert around the intersection. This closure is approximately four weeks earlier than originally planned and now construction is anticipated to reopen by mid August.

    The work area extends along King Street and Church Street from south of Court Street to just north of Oak Hall Lane.

    Work Hours

    Watermain work will take place between 7 a.m. and 7 p.m., Monday to Friday, with late work or weekend work when needed.

    TTC track replacement work will take place 24hrs a day, 7 days per week.

    Excavation and heavy breaking will occur at various times throughout the day. Concrete milling and breaking activity will occur mainly between 7 a.m. and 11 p.m. Concrete breaking work is the most disruptive and will typically last the first 1-2 days for each phase of construction. Around-the-clock work during rail installation by TTC is required to preserve the integrity and quality of new rail and concrete. Overnight rail work by TTC may consist of moving new rail into position, rail installation and rail welding/grinding.

    Water Service Disruptions

    From time-to-time, the water supply to properties will be shut-off to complete construction; the contractor will provide notice at least 48-hours in advance. Throughout the work, it is recommended that you temporarily disconnect any water treatment systems (i.e. softeners or filters), water-cooled air conditioners or similar plumbing fixtures. In the event you did not receive advance notice, the City may have needed to use an emergency water shut off to complete work.

    Deliveries

    The City has been working with businesses and property management representatives to accommodate delivery and loading activities during construction.     Accessibility Accommodation

    The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible.     The project is expected to begin in May and is expected to be complete by end of August 2025. Phasing and timelines are subject to change.

    Phase 1 – May to June

    Crews will replace the watermain that runs along the north side of King Street East, east and west of the Church Street intersection.

    • At a minimum, one travel lane will be maintained in each direction on King Street and Church Street.
    • Temporary closures of sidewalks may be required. Pedestrian detours and signage will be in place.
    • Access to businesses and properties will be maintained.
    • Temporary bus service on King Street. See TTC Service below for more information.

    Phase 2 – June 2 to mid August

    Crews will replace a portion and reline another portion of the watermain that runs along the south side of King Street East, east and west of the Church Street intersection.

    Crews will also install streetcar track at the intersection of King Street East and Church Street. TTC crews will test the newly constructed tracks. Crews will complete sidewalk replacement and tactile plate installation.

    • The intersection will be fully closed to vehicles and cyclists.
    • Temporary sidewalk closures may be required. Pedestrian detours and signage will be in place.
    • Access to businesses and properties will be maintained.
    • Temporary bus service diverted around the intersection. See TTC Service below for more information.

    To accommodate this project, the TTC will provide a 504 King Street temporary replacement bus for Phases 1 & 2. For Phase 3 & 4 the 504 King Street replacement bus route will be diverted around the active work zone at King Street and Church Street .
