The City of Toronto and the Toronto Transit Commission (TTC) plan to renew aging streetcar tracks at the King Street East and Church Street intersection. The City will also replace the 142-year-old watermains at the intersection

This work is required to bring the watermains and track infrastructure to a state of good repair and is part of the Council-approved 2025 Capital Works Program.

Work is anticipated to begin in May and is expected to be complete by end of August 2025.

The work area extends along King Street and Church Street from south of Court Street to just north of Oak Hall Lane.

Work Hours

Phase 1 & 2, Watermain work will take place between 7 a.m. and 7 p.m., Monday to Friday, with late work or weekend work when needed.

Phase 3 & 4, TTC track replacement work will take place 24hrs a day, 7 days per week.

Excavation and heavy breaking will occur at various times throughout the day. Concrete milling and breaking activity will occur mainly between 7 a.m. and 11 p.m. Concrete breaking work is the most disruptive and will typically last the first 1-2 days for each phase of construction. Around-the-clock work during rail installation by TTC is required to preserve the integrity and quality of new rail and concrete. Overnight rail work by TTC may consist of moving new rail into position, rail installation and rail welding/grinding.

Water Service Disruptions

From time-to-time, the water supply to properties will be shut-off to complete construction; the contractor will provide notice at least 48-hours in advance. Throughout the work, it is recommended that you temporarily disconnect any water treatment systems (i.e. softeners or filters), water-cooled air conditioners or similar plumbing fixtures. In the event you did not receive advance notice, the City may have needed to use an emergency water shut off to complete work.

Deliveries

The City has been working with businesses and property management representatives to accommodate delivery and loading activities during construction. If you have not yet discussed your delivery needs with the project team, please contact the staff person listed on this web page as soon as possible.

Accessibility Accommodation

The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. The project is expected to begin in May and is expected to be complete by end of August 2025. Phasing and timelines are subject to change.

Phase 1 – May to June

Crews will replace the watermain that runs along the north side of King Street East, east and west of the Church Street intersection.

  • At a minimum, one travel lane will be maintained in each direction on King Street and Church Street.
  • Temporary closures of sidewalks may be required. Pedestrian detours and signage will be in place.
  • Access to businesses and properties will be maintained.
  • Temporary bus service on King Street. See TTC Service below for more information.

Phase 2 – June to July

Crews will replace the watermain that runs along the south side of King Street East, east and west of the Church Street intersection.

  • At a minimum, one travel lane will be maintained in each direction on King Street and Church Street.
  • Temporary closures of sidewalks may be required. Pedestrian detours and signage will be in place.
  • Access to businesses and properties will be maintained.
  • Temporary bus service on King Street. See TTC Service below for more information.

Phase 3 – July to August

Crews will replace the sections of watermain that run through the intersection (north and south side of King Street) and remove the streetcar tracks at the intersection.

  • The intersection will be fully closed to vehicles and cyclists.
  • Temporary sidewalk closures may be required. Pedestrian detours and signage will be in place.
  • Access to businesses and properties will be maintained.
  • Temporary bus service diverted around the intersection. See TTC Service below for more information.

Phase 4 –Early August to end of August

Crews will install streetcar track at the intersection of King Street East and Church Street. TTC crews will test the newly constructed tracks. Crews will complete sidewalk replacement and tactile plate installation.

  • The intersection will be fully closed to vehicles and cyclists.
  • Temporary sidewalk closures may be required. Pedestrian detours and signage will be in place.
  • Access to businesses and properties will be maintained.
  • Temporary bus service diverted around the intersection. See TTC Service below for more information.

To accommodate this project, the TTC will provide a 504 King Street temporary replacement bus for Phases 1 & 2. For Phase 3 & 4 the 504 King Street replacement bus route will be diverted around the active work zone at King Street and Church Street .
