The City of Toronto is leading Phases 3-4 of the Downsview Major Streets Environmental Assessment (EA) study to determine the design of four new major streets (two east-west and two north-south), two rail underpasses and other related infrastructure to connect the new and surrounding communities to the street networks.
The EA Study is generally bounded by Keele Street, Sheppard Avenue West, Wilson Heights Boulevard, and Wilson Avenue. The site includes the Downsview redevelopment area (including former airport and military lands), Downsview Park, three TTC subway stations, one GO Transit station, and the GO Transit Barrie Line.

The Downsview Major Streets Phases 3-4 EA is developing designs for the following:
Street design options were developed and evaluated based on City and Downsview Secondary Plan policies and objectives, traffic and stormwater modelling, anticipated pedestrian and cycling volumes, anticipated land uses and other requirements.

This Study follows the Municipal Class Environmental Assessment process which promotes good environmental planning by determining and managing the potential effects of a project prior to implementation. The EA process includes identifying the problem or opportunity to be addressed, developing and evaluating a range of alternative designs, providing opportunities for public input, and identifying a preferred design for each major street.

The Study follows the recommendations of the Downsview Secondary Plan and Master Environmental Servicing Plan (Phases 1-2 EA) and is being coordinated with related area projects, including ongoing Downsview Area District Planning and related development applications, the Downsview Community Development Plan, RapidTO Surface Transit Network, York University & Downsview Cycling Connections, and the Yorkdale Transportation Master Plan.
Public Consultation is taking place over two stages: Stage 1 took place in 2025 and presented recommendations for the Dufferin Street Extension alignment at Wilson Avenue, Transit Road and Billy Bishop Way Extension alignments at Wilson Avenue, and the location of north-south dedicated bus lanes. Stage 2 is taking place in 2026 and will present the recommended major street designs.
Stage #2 Public Consultation will present recommended designs for all major streets.
The Virtual Public Meeting will include a presentation of all streets, followed by a Question and Answer period. Please note, this meeting will not address the Taxiway West, Downsview West, or Wilson Districts, Rogers Stadium, existing traffic and noise, or other area projects

Public feedback, along with technical considerations and City policies and guidelines, will be considered in staff recommendations and City Council decisions.
In May 2024, Toronto City Council (see Item 2024.PH12.1) adopted the Update Downsview Phases 1-2 Environmental Assessment (EA) Study, also known as the Master Environmental Servicing Plan (MESP). The MESP recommended the general location and requirements for the preferred transportation network and municipal servicing infrastructure (water, sanitary and stormwater) to support the existing and future needs of the Downsview redevelopment area.
Some of the infrastructure identified through the MESP will be further developed through the ongoing Downsview Area District Planning process, including local and collector streets and active transportation bridges.
Major transportation and servicing infrastructure requires further development through the Phase 3-4 EA Study.
Chapters 3 and 15 of the MESP have Been Updated
The 2024 Master Environmental Servicing Plan (MESP) has been updated in response to comments provided by the Ministry of Citizenship and Multiculturalism during the 30-day public review period, which commenced on June 4, 2024, and ended on July 4, 2024. In addition, Chapter 15 of the MESP has been updated to include additional text assessing the sewer capacity of the Maryport sewers.
