The City is beginning detailed design for the Legion Road Extension which will connect Legion Road, between Lake Shore Boulevard West and Manitoba Street (under the rail line), with one motor vehicle lane in each direction and pedestrian and cycling connections.  

The project area includes the entire Legion Road roadway between the Gardiner Expressway/Park Lawn Road off-ramp and Lake Shore Boulevard West.

The Legion Road Extension will be an important new link in the area transportation network and will support:  

  • Improved local area street network connectivity and circulation for all travel modes, including pedestrians, people cycling, motor vehicles, and goods movement 
  • New traffic capacity to alleviate congestion at key intersections along Park Lawn Road and Lake Shore Boulevard West
  • Reduced physical barriers between neighbourhoods with a new connection across the rail corridor. It is currently over 1.5km to the next nearest rail crossings east and west of Park Lawn Road
  • Improved access to neighbourhood destinations in the larger community, including Grand Avenue Park, Flora Voisey Park, Humber Bay Park East, as well as retail stores and businesses along Lake Shore Boulevard West, Royal York Road, and The Queensway

The design will include: 

  • New underpass at the rail corridor 
  • One motor vehicle traffic lane in each direction 
  • One-way cycle tracks, sidewalks and tree plantings on both sides of the street 
  • Potential for on-street parking on one or both sides of the street 
  • Potential for public art 
  • Stormwater management features 

The design process will also confirm the final alignment and width of the roadway. 

Consultant Procurement and Preliminary Design

2025 to 2026 – CurrentProcurement of design consultants is currently underway, with award anticipated in the second half of 2026. Following award, initial project activities will begin, including data collection, site investigations, and preliminary design development through late 2026.

Detailed Design

2027 to 2028 – UpcomingCreate detailed designs for Legion Road Extension and associated rail underpass. Conduct public consultation.

Construction

2028 to 2030+ – UpcomingPlanned construction, to be coordinated with Gardiner Expressway Section 3 (Humber River to Highway 427) and Metrolinx Mimico Creek rail bridge replacement. Construction staging and traffic management strategies will be implemented to minimize impacts on local residents, businesses, and road users.

The Legion Road Extension has been identified in multiple planning documents since the 1990s as an important new street connection to help improve the area transportation network in the Park Lawn Road/Lake Shore Boulevard West area in south Etobicoke.  

In 2009, Council endorsed the Legion Road Extension Class Environmental Assessment Study and recommendations (2009.PW28.3) which identified a preferred alignment and design for the Legion Road Extension. At the time, the project also included a planned stormwater management pond facility to be located on the land between Mimico Creek and Legion Road.  

Preliminary design work began on the Legion Road Extension and Bonar Creek stormwater management pond in 2017 and a draft 30% design was submitted to the City in 2019. Design work was then paused while the Park Lawn Lake Shore Transportation Master Plan (TMP) was conducted to assess and develop a plan for a larger area transportation network, and while the City reviewed plans for a significant development at 2150 Lake Shore Boulevard West.  

The Park Lawn Lake Shore TMP was approved by Council in 2022 and completed in 2023. It examined a range of transportation infrastructure improvements to help address existing and future challenges in the area bound by The Queensway, Lake Ontario, Legion Road, and Ellis Avenue. The TMP reconfirmed the need and benefits of the Legion Road Extension and identified it as a near-term priority project in the Final Preferred TMP Network. 

Following completion of the TMP, Toronto Water undertook additional study of the larger area stormwater management needs and concluded that the stormwater management facility at Bonar Creek was no longer required. The contract was subsequently rescoped to design and construct only the Legion Road Extension.
