Household members 16 years and older are required to submit their most recent Notice of Assessment . The Notice of Assessment must include:

  • Name
  • Address
  • Line 23600

Sample Notice of Assessment (NOA)

Ensure the name, address, and line 23600 on the uploaded Notice of Assessment is the same information you provided in your MyAccesstoHousingTO online account.

Through your MyAccesstoHousingTO  online account, you can securely upload your most recent Notice of Assessment.

  1. On the Line 23600 tab, add a record for each household member that has a Notice of Assessment
  2. On the Documents tab, select the appropriate household member’s upload field
  3. Click Upload button
  4. Upload the Notice of Assessment
  5. Once the document is uploaded, you will be able view the most recent Notice of Assessment

Ensure the relevant pages of the Notice of Assessment are uploaded into one file so the following information is visible:

  • Full name
  • Tax year
  • Line 23600

All previous Notice of Assessments will be moved to the Archived Documents tab.

You can submit a Notice of Assessment waiver at the time of your review if you meet one of the following criteria:

  • You were approved for the Special Priority Program status in the last 12 months;
  • You were approved for priority access based on currently experiencing homelessness in the last 12 month;
  • You are a full-time student with proof of enrollment;
  • You are a newcomer to Canada with less than 12 months in the country;
  • You just turned 16 years of age, are not a full-time student, and have not yet filed your taxes;
  • You are a current RGI tenant who is overhoused.

You can submit a request in your MyAccesstoHousingTO application to receive a one-year Notice of Assessment Waiver.

Full-time students must provide proof of their status as follows:

  • for secondary school, one of the following:
    • a letter from the principal or registrar
    • a certified timetable
  • for post-secondary institutions, one of the following:
    • a document from a funding agency that outlines the name of the educational institution and the number of courses the student is taking
    • confirmation of enrolment prepared by an educational institution
    • a receipt from the educational institution showing the tuition fees paid

If your application is cancelled, you may be able to request a reinstatement within two years of the cancellation.

You may qualify for reinstatement if your application was cancelled your income in a particular year exceeded the Household Income Limits and Asset Limits, but then fell below the following year.

To request a reinstatement, you will need to:

  • Log into your MyAccesstoHousingTO online account
  • Select the Request Reactivation button
  • Provide your reasons for the request in the text box entitled “Reactivation Reason”

If you disagree with a decision about your application, you can request a Decision Review. You have 30 days from the date on the initial decision notification to make your request.

What decisions can be reviewed:

  • Eligibility for:
    • Rent-Geared-to-Income (RGI) assistance
    • Modified Unit
    • Additional Bedroom
    • Priority status on the centralized waiting list (Note: Indigenous Priority decision reviews are conducted by a Review Panel consisting of Indigenous Agency Partners.)
  • Housing Offer Refusal (Single Offer Rule)
  • RGI application date (backdating request)

How to request a review

  • Log into your MyAccesstoHousingTO  online account
  • Select the Service Request button
  • Click Add Service Request
  • Select the request reason by using the drop down menu
  • Provide a summary and additional details of why you are requesting a decision review
  • Click Save

A different City staff member, who was not part of the original decision, will do the review. This is to make sure all rules, laws, and procedures were followed.

To get a copy of the Procedural Rules for Decision Reviews or Indigenous Priority Decision Reviews, email HSS@toronto.ca.

Those with Indigenous priority status for Rent Geared-to-Income (RGI) housing in Toronto, have 30 days to request a review if there is a disagreement with a decision.

How to Request a Review:

Go to your MyAccesstoHousingTO online account.

Steps to Request a Review:

  1. Download and complete the Request for Review form
  2. Log into your MyAccesstoHousingTO online account
  3. Click Service Request
  4. Click Add Service Request
  5. Under the Request drop down select Indigenous Eligibility Review
  6. Provide a brief summary and additional details of why you are Requesting a Review
  7. Click Save
  8. Upload the form (you will need to save and upload the document)
  9. Once the form has been uploaded, click Exit

Can I have my application reinstated if I don’t meet the Asset Limits?

The City reviews the Asset Limit each year. If your household’s assets fall below the updated limit within 24 months of your application being cancelled, you can reapply and request to have your original application date applied.

What happens if my application is canceled because of my income?

If your household income falls below the Housing Income Limit within 24 months of being cancelled, you can reapply and request your original application date. Once your application is reactivated, you will need to complete the 24-month renewal steps in your MyAccesstoHousingTO online account.

I can’t access my email, what should I do?

If you no longer have access to the email account that was used for creating your MyAccesstoHousingTO account, you can visit the Access to Housing Resource Centre at 176 Elm Street, where staff will verify your identity using government issued photo ID.

If you are unable to visit the Access to Housing Resource Centre, please call the Application Support Centre at 416-338-8888 for assistance.

My legal name changed, what should I do?

If you or a member of your household has had a legal name change, you can update this information in your MyAccesstoHousingTO account online. You will be required to submit supporting documentation of the legal name change with your request. Only update your legal name once you receive your proof of legal name change document, updated status in Canada document and Notice of Assessment with your new legal name.

You can continue to use a preferred name that is separate from your legal name in your account.
