The City of Toronto is working to build up to 20 new, purpose-built shelters by 2033 to support people experiencing homelessness. The new shelters will improve the stability of the shelter system and help respond to the growing need for emergency shelter and wrap around support services.

New shelters will be smaller, serving approximately 80 people, which will allow programs to be more responsive to the needs of people experiencing homelessness and better integrate into surrounding communities. Opening new shelters will also allow the City to move out of larger temporary hotels, achieving important cost savings.

Work to develop the sites is being guided by the City’s 10-year Homelessness Services Capital Infrastructure Strategy, approved by Council in November 2023.
