Automated Speed Enforcement (ASE) and Red Light Camera (RLC) Penalty Orders

Effective January 20, 2025, Automated Speed Enforcement (ASE) and Red Light Camera (RLC) violations will join Parking Violations under the Administrative Penalty System (APS) to move forward Vision Zero, increase public safety, and increase and to improve efficiency for dispute resolution. Vehicle owners who receive an ASE or RLC Penalty Order with a violation date as of January 20, 2025 can pay, look up status or dispute it online. Note: The below information applies to ASE and RLC penalty orders with a violation date on or after January 20, 2025.

Payment Options

Payment can be made through the following methods:

  • OnlineAdministrative Penalty Lookup (Visa, MasterCard, or American Express) online payment processing fees will apply for the transactions made by credit card (2.35%) (MyToronto Pay not available for RCL/ASE)
  • In Person – by cash, cheque, money order, Visa, MasterCard, American Express, or debit card at an Inquiry & Payment Counter or Court Services Counters.
  • By Mail – cheque or money order made payable to the “City of Toronto APS Operations” can be sent to City of Toronto, APS Operations, PO Box 9351, STN A, Toronto, ON M5W 3M2.

Collection Process for ASE & RLC Penalties

ASE or RLC Penalty Order is Issued (Date of Deemed Service* - Day 1) - Pay the amount indicated on your notice by the due date or initiate a dispute.

Notice of Overdue Penalty Order is Issued (Day 31) - If your violation is unpaid and if no review has been initiated, you will be issued a Notice of Overdue Penalty Order.

Late Payment Fee ($20) is Added (Day 61+) – A late payment fee is applied to the unpaid violation when it is referred for collection to the Ministry of Transportation.

  • Fee added to the amount owing and the matter will be referred to the Ministry of Transportation for plate denial.
  • May result in the Ontario licence plate not being in good standing and it will not be automatically renewed, and no new licence plate will be issued to the vehicle owner until the penalty and all associated fees are paid in full.
  • Payments can only be accepted at Service Ontario locations.

*Note: The date of deemed service is 7 days after the date of issue. For example, if the date of issue is November 1, the date of deemed service would be November 8. Although the penalty order could be received before or after this date, the date of deemed service allows time for mail processing and is legally binding.        

Non-Payment of Screening or Hearing Review Decisions 
Once a customer has completed an ASE/RLC screening/hearing review, the decision document will show the payable amount due by a requested due date. If amount is not paid by the due date, the matter will be referred to MTO for collection, a fee may be applied to the amount owing, and payment will only be accepted at Service Ontario. No additional notifications will be issued.

Fees associated with an ASE or RLC violation incurred as of January 20, 2025 include:

  • Appearing on penalty order:
    • Penalty Amount
    • Provincial Victim Justice Fund (VJF) Amount - A mandatory fee applied to support victims of crime. Under Ontario's Victims' Bill of Rights, money paid into the VJF programs to provide services to victims and makes grants to community agencies that help victims.
    • MTO Look Up Fee - $$8.25 Provincial Licence Plate Access Fee Charged to access provincial vehicle registration database.
  • Additional Fees – Administrative processing fees may also apply.
    • Late Payment Fee
    • Screening Non-Appearance Fee
    • Hearing Non-Appearance Fee
    • Non-Sufficient Funds Fee
    • Photocopy/Screen Print Fee
    • Digital/Paper Recording Fees
    • Industry Processing Fee (for credit card payments)

Disputes - ASE and RCL APS Screening/Hearing Reviews

ASE & RCL penalty order with a violation date on and after January 20, 2025 vehicle owner can request a screening review online through the Administrative Penalty Lookup.

Note: All screenings/hearings are conducted online unless an accommodation has been requested.

Review Decisions

Decisions with the outcome of the review will be sent by email. All decision documents and correspondence from screening officers will be sent from a “@toronto.ca” or “@citycloudservices.com” email address. Penalty order notices are never issued by other email sources, test message, social media app, or fax. Have customers check their inbox and junk mail regularly to avoid missing sent decisions or responses about their dispute.
