If you wish to report a concern about a taxicab or limousine, you can submit a service request online at https://toronto.ca/311
Upon receiving your complaint, a complaint investigation file will be created and you will be contacted by bylaw enforcement staff in Municipal Licensing & Standards.
Note: If you picked up your taxicab or limousine outside of the City of Toronto, you must file your complaint with the proper authority; for cabs or limousines picked up at Pearson International airport, contact the Greater Toronto Airports Authority and for taxicabs or limousines picked up in Vaughan, Markham, Mississauga, etc., contact the respective municipalities.
If the taxicab or limousine used is NOT licensed in the municipality where the trip originated (i.e Toronto licensed vehicle picking up in Mississauga), a complaint should be filed with both Toronto and Mississauga for investigation.
To make a complaint about unsafe driving of a taxicab, limousine, or vehicle-for-hire driver, contact Toronto Police Services.
Note: The City regulates the taxicab and limousine industries to ensure that the service provided is safe, equitable, affordable and available. While the City of Toronto welcomes business and encourages innovation in all its regulated industries, we expect laws that have been enacted to be followed. These laws include those that have been enacted by our City Council to ensure public safety for all who live, work, and visit Toronto.
Information on the Vehicle-for-Hire Bylaw can be found on the City of Toronto website.
