Toronto Municipal Code Chapter 629 (629-37 K) Property Standards includes provisions for the maintenance of washroom facilities; which includes the requirement for public (customer) access and signage (as specified within the bylaw).
Retail establishments (mercantile occupancies) are required to ensure that washroom facilities for their customers are made accessible and that proper signage is provided in accordance with the provisions in the bylaw.
Note: There is no requirement in this bylaw for other buildings that are not retail establishments, however, there may be other regulations such as the Building Code that set out requirements for washrooms.
Mercantile occupancies: The occupancy or use of a building or part of a building for the displaying or selling of retail goods, wares or merchandise.
If you have a complaint about a retail establishment who you believe is in contravention of the bylaw, contact 311 to submit a service request for investigation by Municipal Licensing & Standards.
