Contact 311 to submit a service request for an investigation.

Spills = any unplanned discharge to the environment.

Spills can be:

  • Industrial spills (i.e. food companies, breweries (beer, wort) tool & dye, pharmaceutical companies, chemical co.)
    • Industry must report any discharges, or effluent that exceeds the limits set out by the Sewers Bylaw. These should be reported as spills.
  • Pollution spills on the roadway, highway, expressway or in waterways (i.e. surcharging sanitary maintenance holes)
  • Vehicles leaking oil on the roadway

Transportation Services will investigate spills under 100 litres of oil, gas, anti-freeze, brake fluid on the City road allowance.

Solid Waste Management will respond to spills involving a City or City contractor garbage trucks - leaking juice - fuel - solids onto the road - complaint .

For all other liquids, Toronto Water Dispatch will respond.

The spill is to be contained and cleaned up.

In the case of a chemical spill or explosion, with discharge to the air, Public Health must also be contacted. After submitting a service request for Toronto Water we will connect you with Public Health during regular business hours. After hours 311 will contact the on-call staff member.
