Enrol through MyToronto Pay

Utility bill customers can now enrol in the pre-authorized payments online through MyToronto Pay. Users must create a MyToronto Pay profile or use an existing profile to enrol for pre-authorized payments through credit card, debit card or electronic funds transfer.

Once enrolled, users will receive email notifications for various alerts and transactions:
  • Pre-authorized payments enrolment
  • 15-day and one day prior notice of payment withdrawal
  • Receipt of payment withdrawal
  • Change of payment method
  • Pre-authorized payments cancellation
Requests made through MyToronto Pay are processed in real time.
 
Utility bill customers must create a MyToronto Pay profile, connect to their property and follow the pre-authorized enrolment process. If already previously enroled in pre-authorized payments through the City of Toronto, the utility account will be automatically updated upon completion. Users can then self-serve online.

If you cannot sign up on MyToronto Pay, following the below instructions to complete your written request. You can also call 311 or, outside the City Limits, call 416-392-CITY (2489) for assistance.

Applying for PUP by written request

You or your designated agent can enrol in the PUP program at any time.
If you are currently enroled in our PUP program and you wish to complete and submit a Designate Mailing Request Form to have an agent receive the utility bills from the City, your enrolment in the PUP program will be cancelled.
  • You must complete an application for each property you are applying for.
  • Pay the utility bill you have just received.
  • Attach a void cheque, or a copy of a void cheque (available through online banking), or have your bank/financial institution complete the banking information on your behalf.
Note: Line of credit accounts, credit card cheques or foreign funds cheques cannot be used for this program.

Once enroled, you will receive written notification of your acceptance in the PUP program. If a balance is owing, the letter will outline your payment withdrawal schedule.

If your application is incomplete, your form will be returned to you along with an explanation of why it was not processed.

Changing Banking Information by written request

To update or change your banking/financial institution information, send a signed written notice and void cheque, or a copy of a void cheque (available through online banking), or have your bank/financial institution complete the banking information on your behalf, to the City at least 15 days before your next withdrawal date.
  • A form is available for changing financial institution information.
  • You will receive written notice that your change and banking information request has been processed.

Cancelling Your Enrolment in the Program by written request

To cancel your enrollment send signed written notice to the City at least 15 days before your next withdrawal date.

Once your request is processed you will receive written notice that you have been removed from the program. This payment plan is not transferable to another property.

You must immediately pay the outstanding balance in full to avoid missing the loss of discount.

Enrol anytime in the Pre-Authorized Utility Bill Payment Program (PUP) and have your utility bill payments withdrawal directly from your bank account.

Utility bill payments must be paid up to date in order to qualify for pre-authorized payments.

Letter of Enrolment

Ensure that you pay the bill you have recently received, and a letter confirming your enrolment in PUP will be sent to the mailing address on file for your utility account within 30 days from when your application is received.  

If you do not receive a confirmation letter of enrolment, your bills must continue to be paid through the other available payment methods.

Program Conditions

You may be removed from PUP for any of the following reasons:

  • Payment does not clear through your bank account
  • Change in ownership of the property
  • If a designate mailer agreement is received by the City, any PUP in place at that time will be cancelled in order to add the designate to the account

If any of your pre-authorized payments do not clear through your bank account:

  • the City will charge you an administrative fee for the returned payment
  • you  lose the early payment discount
  • will be automatically removed from the pre-authorized program and will have to reapply

Applying for PUP

If completing the online application form, download Adobe's Acrobat Reader software for free. You can also obtain an application form by mail or in person:

  • Contact 311 to request that an application form be mailed to you
  • Go to any Inquiry & Payment Counter and pick up an application form in person

Changes or Cancellation

If you are already enrolled and wish to update any changes to your bank account details or cancel your enrolment, you can send a written request or complete and submit a PUP Change/Cancellation Form at least 15 days before your next scheduled withdrawal. Updating your banking details will require a new void cheque.

Financial Accounts

PUP is only available for personal or business chequing accounts. Pre-authorized utility bill payments cannot be withdrawn through the following:

  • Line of credit accounts
  • Credit card cheques
  • Foreign funds cheques

Payment Refusal

If you wish to refuse a pre-authorized utility bill payment, you can make this request directly with your bank:

  • Within 90 days of the payment withdrawal date – personal bank accounts
  • Within 10 days of the payment withdrawal date – business chequing accounts

Any refusal of a PUP payment will result in deletion from the program, at which point, you can request to be reinstated.

MyToronto Pay - Pre-Authorized Utility Feature

Utility bill customers can now enrol in the pre-authorized payments through MyToronto Pay. Users must have a MyToronto Pay profile to enrol and have their utility bill payments automatically withdrawn from a bank account (EFT – no fee), credit card (2.35 per cent fee) or debit card (1.5 per cent fee). Property owners or designated mailer/agents may enrol in preauthorized payments. Users cannot enrol in pre-authorized payments as a guest.

Email notifications
Utility customers that have enroled in PUP through MyToronto Pay will receive an email notification from MyToronto Pay to confirm the following actions:

  • Enrolment completed
  • Reminder notices of pending PUP withdrawals sent 15 days and 1 day in advance of withdrawal
  • Payment confirmations
  • Change of payment or banking information or cancellation

Pre-authorized enrolments, change requests and cancellations through MyToronto Pay are
processed in real time.

Program features

  • Customers may enrol or unenrol in PUP anytime.
  • Only one MyToronto Pay user can be enroled in pre-authorized at a time.
  • Payments made outside of pre-authorized payments are permitted and can be processed through MyToronto Pay. Scheduled pre-authorized payment will be adjusted o reflect applied payments and/or credits updated on utility accounts.
  • Commercial bag solid waste account customers cannot enrol in pre-authorized payments through MyToronto Pay at this time.
  • Processing of a Final Meter Reading will cancel pre-authorized payments. Customer will
    be required to pay final utility bill through another accepted payment method.
