The Priority Lead Water Service Replacement Program is the replacement of the entire lead pipe that supplies water to a building (free of charge, 3/4 inch pipe). This program is for all properties with lead water service on City property, with the exception of multi-residential properties.

Owners who have replaced their lead water service pipe or plan to replace the lead pipe on their property can apply to have the City replace its side of the pipe (free of charge, 3/4 inch pipe) on a priority basis if the City's water service is lead.  An owner can confirm if their pipes are lead through a licensed plumber. An owner can also contact 311 to submit a service request to have staff check City records. This process may take up to 30 business days.

Replacement of the lead pipe that delivers water to a property is the best way to reduce exposure to lead in drinking water.

Water service pipes are owned by the City and by the owner:

  • The part that the City owns runs from the water main on the street to the property line
  • The part that the owner owns runs from the property line into the building.

Water service replacement on the City-owned portion

If you live in a single-family home built before the mid-1950s and would like to find out if your water service on the City side is lead, please call 311 to submit a record search to determine whether the City's portion of the pipe is lead, this process may take up to 30 business days

The City-owned portion of the water service pipe will be replaced up to 12 weeks following the approval of an application, pending circumstances outside of the City's control.

There are several factors that can impact why it takes longer than usual to complete this work including:

  • Unfavourable weather conditions
  • Scheduling issues between the homeowner and contractor
  • Increase in the number of applications
  • Time needed to do locates of underground utilities before work can commence

Owners who are approved for the program will receive a letter that outlines the construction schedule and the contact information for the contractor assigned to complete the replacement. If it has been 12 weeks or longer and you have questions about your water service replacement, please contact the contractor listed in your acceptance letter from Toronto Water.

A faucet filter is mailed out to residents once their application to the Priority Lead Water Service Replacement Program is accepted into the program. New Home Build Water Service Replacement

The Priority Lead Water Service Replacement Program does not apply to anyone who is building a new home or undergoing renovations where 50% of the ground floor is being demolished. In these cases, property owners are required to apply and pay for a new water service connection. A property owner must apply and pay for a new water service in-person by visiting the Toronto Water Desk and North York Civic Centre.

Toronto Public Health encourages residents with lead pipes to replace both sides of the pipe as the best way to reduce their exposure to lead in drinking water and to protect their health.

Each year, under the Capital Water Service Replacement Program, the City pro-actively replaces the City-owned portion of approximately 3,000 substandard drinking water service pipes.
