News Release: May 27, 2025 - City of Toronto improves access to recreation programs through Early Local Registration Initiative

Parks and Recreation Division is advancing an Early Local Registration program, as directed by City Council in October 2024. The Early Local Registration program will be implemented initially at six free community recreation centres beginning with the Summer 2025 program registration period.

Locations were selected in each community council area using a data driven approach that assessed local registration demand, local waitlists, program mix and availability. The initial six free community recreation centres participating in the early local registration model include; 

Beginning with the summer program period, residents who live close to the participating six Free Centres can register for recreation programs approximately one week in advance of the public registration dates. 

 Eligibility for early local registration has been determined through a data-informed, standardized approach resulting in program eligibility “catchment areas” that reflect local characteristics and features. Distance, physical factors and social factors are being considered including: 

 Population density (~34k to 50k residents per catchment area)​ 

  • Pedestrian/road/waterway networks ​ 
  • Keeping neighbourhood blocks intact 
  • Low-income population locations, including community and subsidized housing.
