On March 23, Mayor John Tory declared an Emergency in the city of Toronto. The declaration of a municipal emergency is part of the City of Toronto’s ongoing efforts to stop the spread of COVID-19 and will ensure the municipal government can continue to act and respond quickly to the pandemic and any other events that arise in the weeks ahead.

Based on recommendations from Toronto’s Medical Officer of Health, Dr. Eileen de Villa, the City of Toronto has cancelled most City-operated programs and closed a number of City facilities.

The City remains prepared to respond to emergencies. Emergency response by Toronto Police, Fire Services, and Paramedic Services is not impacted.

Accounts Payable continues to process invoices for payment from remote workplaces during the pandemic. Submit your complete invoice to for payment processing. Paper invoices are not accepted and will be confidentially shredded when regular business resumes.

Animal Services Shelters

Animal Services Shelters are closed to the public and only available by appointment for emergencies, adoption, pet redemption and fostering. Please call the shelters during the hours of 10:30 a.m. – 6:30 p.m. to make an appointment:

Continuing Services

Mail, telephone and online pet licensing continues.

Animal related bylaw enforcement is continuing on-site and remotely between the hours of 7 a.m. and 1 a.m., and includes:

  • Responding to calls about sick or injured animals and animals threatening public safety
  • Stray dog pickup
  • Dog bite investigations (will proceed on-site and remotely)
  • Animal noise complaints (will proceed on-site and remotely)
  • Cadaver pickup (only if an emergency). Residents are advised to bag wildlife cadavers on their property and put in their garbage for collection
    • Large animal cadavers will be dealt with as an emergency service.
    • Domestic animal cadavers will be dealt with as an emergency service. If residents are not at home they must place the domestic animal cadaver in a box, wearing gloves and/or using a shovel to prevent direct contact with the cadaver, and place the box at the curb for pick-up.

Trap-neuter-return program for feral cats has resumed on a limited basis and with new rules in place in response to COVID-19.

Suspended Services

The following programs are cancelled:

  • SNYP Truck spay and neuter services and public spay and neuter clinics for pet cats and dogs
  • Chip Truck microchip and rabies vaccine services
  • Education and outreach programs

Dangerous Dog Review Tribunal hearings are suspended.

Help for Pet Owners Experiencing Hardship

Toronto Animal Services is offering advice and assistance to pet owners who are experiencing hardship and struggling to care and provide necessities for their pets due to COVID-19.


SwimTO is a quick-start program that is expediting the opening of the City’s beaches, outdoor pools, wading pools and splash pads to prevent heat related-illnesses.


Almost all City of Toronto beaches are open. Review the list of lifeguard supervised beaches and learn how to safely enjoy the beach.

Parking restrictions will be in place starting at 7 p.m. on Friday, Saturday and Sunday evenings at Marie Curtis Park, Humber Bay West Park and Cherry Beach. Parking at Bluffers’ Park will also close at 7 p.m. Saturday and Sunday.

Outdoor Pools

All outdoor pools are open, except for pools under construction. Find a pool near you and learn how to enjoy the pool safely.

All visitors to outdoor pools will be asked to sign-in with their first name and an email or phone number to facilitate Toronto Public Health contact tracing, should it be required.

Capacity at outdoor pools will be significantly reduced. Staff will prioritize leisure swims throughout the day in order to give as many swimmers as possible the opportunity to cool off, and swimmers will be limited to 45-minute sessions to allow for enhanced cleaning.

Wading Pools/Splash & Spray Pads

Wading pools are opening and all splash/spray pads are open.

Continuing Services

Emergency bylaw enforcement continues for emergency orders and in response to unsafe conditions, including:

  • no heat
  • no vital services (hydro, gas and water)
  • boarding of unsafe vacant properties
  • abandoned appliances creating an unsafe condition
  • hate graffiti and conditions related to property maintenance that pose an immediate threat to health and safety.

Some non-emergency bylaw enforcement has resumed. This includes service requests related to:

  • noise
  • enforcement of bylaws governing sidewalk café and patios
  • long grass and weeds
  • dogs off-leash
  • littering and dumping of residential and commercial waste
  • RentSafeTO building evaluation and audits and investigation of non-emergency in-suite complaints

To make a bylaw complaint, residents should call 311.

Suspended Services

Non-emergency bylaw enforcement and investigation services have been suspended. This includes service requests related to:

  • fences
  • remedial action or clean-up on private property
  • investigation of zoning bylaw contraventions
  • enforcement of bylaws governing licensed businesses, such as vehicles-for-hire, tow truck, adult entertainment and others
  • illegal postering

The processing of exemption permits and Property Standards Committee and Rooming House Licensing hearings are suspended.

Construction Noise

The Province of Ontario has passed Ontario Regulation 130/20 under the City of Toronto Act, 2006 that limits the City’s ability to prohibit and regulate certain types of noise. Under the Province’s Regulation, noise made in connection with construction projects and services associated with the healthcare sector, including new facilities, expansions, renovations and conversion of spaces that could be repurposed for health care space is permitted 24 hours a day, seven days a week. Noise made in connection with any other construction activity is permitted between the hours of 6 a.m. and 10 p.m., seven days a week.  The Provincial Regulation is in effect until October 7, 2021.


CurbTO is reducing sidewalk crowding in front of essential businesses and retail locations throughout Toronto, supporting increased demand for pickup and delivery services.

  • Starting June 29, the City began a phased approach to reopening City-operated child care centres (Toronto Early Learning & Child Care Services) with lower capacity and other restrictions. Families will be contacted as services resume.
    • 11 City-operated child care centres will open June 29.
    • Remaining City-operated child care centres will open in phases under current restrictions laid out by the Ministry of Education.
    • For Toronto Home Child Care, families will be contacted as providers resume child care services.
    • Payments and billings for TELCCS families will resume when their child resumes care. Eligible credit balances will be applied to future invoices once billing resumes.
    • Following the direction from the Province, emergency child care for essential and critical workers closed on June 26 to allow for the phased reopening of Toronto Early Learning & Child Care Services centres.
  • As per the Provincial announcement on June 9, child care operators were advised that centres could reopen as of June 12, with restrictions and approval from the Ministry of Education. Agencies will contact families as they resume child care services.
  • All Children’s Services district offices remain closed. Fee subsidy clients are redirected to the online My Child Care Account. Families will be contacted as child care centres begin to reopen.
  • All EarlyON Child and Family Centres in Toronto remain closed by order of the Ministry of Education. Some centres are providing virtual services. Please check with local centres for details.

Essential Service

As indicated on the list of essential workplaces issued by the Province of Ontario, City-led infrastructure construction has been deemed essential and will proceed. This construction will ensure the City’s infrastructure and facilities remain safe, in a state of good repair and able to meet Toronto’s needs.

Accelerated Projects

With lower traffic volumes on Toronto’s roads, the City will accelerate as many important construction projects as possible.

Overall, the planned construction will make repairs to Toronto’s major and local roads, sidewalks and cycling infrastructure, improve public transit infrastructure, replace and rehabilitate watermains and sewers, and build and improve major water infrastructure that will help improve Toronto’s waterways and stormwater systems.

Some of the major projects that will be accelerated include:

  • Bathurst Street from Front Street West to Fort York Boulevard, bridge rehabilitation, TTC track rehabilitation resulting in full vehicular road closure. Starting May 17, 2020
  • Bathurst Street from Front Street West to Queen Street West, replacing a 143-year-old watermain
  • Church Street at Richmond Street East, replacing a 143-year-old watermain and TTC track requiring a full intersection closure
  • Don Mills Bridge over the Don Valley Parkway, bridge rehabilitation
  • Completing the replacement of a 146-year-old watermain on Richmond Street from York Street to Bathurst Street

Payment and Enquiry counters for property tax, utilities and parking tickets are closed.

Property tax and utility bills can still be paid via online banking, in-person at your financial institution, or by mailing a cheque using the reply envelope enclosed with your bill.

Parking tickets can be paid by credit card online, or by mailing a cheque to the address on the back of your parking violation.

The meeting cycle has resumed and meeting schedules are posted

As a result of the COVID-19 pandemic, the Provincial Government declared a State of Emergency. Court and tribunal operations are reduced and some services will not be available until the State of Emergency ends. The Chief Justice of Ontario will direct courts to reopen, and the Tribunals will direct the reopening of in-person hearings.

Tickets and Court Proceedings

No in-person Provincial Offences Act proceedings will be conducted until September 14, 2020.

Electronic Early Resolution meetings will resume via telephone the week of July 13, 2020. To be eligible for an electronic early resolution meeting, you must reside 75 kilometers or more from the court location identified on your ticket.

If you had received an Electronic Early Resolution meeting notice for a meeting date on or after March 16, 2020, you will be notified of the new date and time of your meeting via email or regular mail at the address on file with the court.

If you live 75 or more kilometers away from the court identified on your ticket, you can request an electronic early resolution meeting by confirming that the distance applies to you on your ticket and mailing it to the court, or by submitting the request online through our Court Case Look Up service.

If you received a ticket on or after March 1, 2020 you can request an in-person early resolution meeting by mailing your request to the court address on your ticket or online.

In-person early resolution meetings will resume at a future date.

Remote judicial pre-trial hearings began on June 10, 2020. If you have a judicial pre-trial postponed or ordered in Court, you will be notified directly of the date your judicial pre-trial will be proceeding.

All online services remain available to the public, including access to court forms; making a payment; looking up your court case status and requesting an early resolution meeting with the prosecutor.

The Provincial Government has extended all time limits under the Provincial Offences Act during the State of Emergency until September 11, 2020.  This includes the time for you to exercise your options on the back of your ticket if you received a ticket on or after March 1, 2020, and the time for enforcement officers to file Offence Notices (tickets) into the court system.

If you want to challenge a ticket issued on or after March 1, 2020 by requesting an early resolution meeting with the prosecutor, you can use our online Court Case Look Up service  If you cannot find your case, it is likely because the enforcement officer has not yet filed your ticket with the court. You will need to try again later. You may also check the box on your ticket next to the early resolution option and mail the ticket to the address on the back of your ticket.

If you want to challenge a ticket issued on or after March 1, 2020 by requesting a trial, you must keep checking this page to find out when the court offices re-open and how you can request a trial at that time. We will update this page when the court offices open again.

If you were summoned to appear in court for a provincial offence on or after March 16, 2020 and before July 6, 2020, you do not need to attend, as the matter will be rescheduled. You will be notified of the new date by mail at the address on file with the court.

If you requested a trial before March 18, 2020, we will send you a notice of a court date by mail, to the address on file with the court. Toronto Court Services cannot process changes of address at this time.

If your address has changed, please email us at with your name, case number, and new address information and we will update our system. Alternatively, you can download the Change of Address form and mail the completed form to the court office indicated on your ticket or the court office where your hearing was held.

Provincial Offences court applications and payments can be submitted by regular mail to the corresponding court location listed on your notice. These include fine extension applications, reopening applications and court motions. For a reopening application you must have your affidavit affirmed by a commissioner for taking affidavits.

City of Toronto Provincial Offence Act intake services are closed. Urgent intake matters are directed to the Criminal Intake court located at Old City Hall, 60 Queen Street West.

  • Ordering new court transcripts for Toronto Provincial Offences Act cases is not possible at the present time.
  • If the transcript vendor you have placed your order with has already been given the court audio, you should be able to receive your completed transcript.

Adjudicative Boards (Tribunals)

Toronto Local Appeal Body, Administrative Penalty Tribunal and Toronto Licencing Tribunal

Tribunals have postponed in-person hearings.  Individuals affected will be notified by email with a Notice of Postponement.

The details are as follows:

  • The Administrative Penalty Tribunal has postponed in-person hearings from March 16, 2020 up to and including July 17, 2020 to a future date.
  • The Toronto Licensing Tribunal has postponed in-person hearings from March 16, 2020 up to and including August 14, 2020 to a future date.
  • The Toronto Local Appeal Body has postponed in-person hearings from March 16, 2020 up to and including August 14, 2020 to a future date. Please note:  all filing due dates remain suspended, including all timelines established by Toronto Local Appeal Body Rules, Notices and procedural orders (from March 16, 2020 up to and including August 14, 2020). If your appeal involved a direction that prescribes timelines related to filings, the exchange of witness statements, meeting of experts, or similar directions, these timelines are suspended.

The Tribunals have started to provide some services remotely and staff are actively working on rescheduling matters that are eligible for electronic hearings.

Court Case Look Up

All Provincial Offences Act Courtrooms in Toronto are closed from Monday, March 16, 2020 up to and including Friday, September 11, 2020.

Electronic Early Resolution Meetings will resume the week of July 13, 2020. You will be notified directly if your meeting will be proceeding. You can request an Electronic Early Resolution Meeting through Court Case Look Up.

If you have a court date or early resolution meeting date during this time, you will be notified of your new court date by mail. Notification will be sent to you at the address on file with the court.

If you wish to request a trial for a ticket received up to 15 days prior to March 16, 2020, the 15 day time limit has been extended until the emergency orders are lifted. Please hold onto your ticket and follow the link below for updates on services provided by Court Services.

When our public counters reopen, you can attend the court location on your ticket to file a request for trial. If you received your ticket in February 2020 or earlier, you can use Court Case Look Up to check the status of your ticket, pay online or contact the court office when we resume services at a future date.

You can continue to use Court Case Look Up to check the status of your court case online. Your ticket or court file number is required to access case information through Court Case Look Up.

Please note that the Provincial Government has extended all time limits under the Provincial Offences Act during the State of Emergency until September 11, 2020. During this time, your ticket may not be filed with the court. If your case is not found on the system, you will need to try again later when the ticket is filed with the court.

Emergency response by Toronto Fire Services, Toronto Police Service and Toronto Paramedic Services are not impacted.

Emergency Operations Centre

The City’s Emergency Operations Centre (EOC) is in a Level Three activation in response to COVID-19.

The EOC is charged with planning and executing a City-wide operational response that ensures continuity of critical services as the public health situation in Toronto evolves. The response is led by Fire Chief and General Manager of the Office of Emergency Management Matthew Pegg and Medical Officer of Health Dr. Eileen de Villa. The EOC is staffed by key managers and staff from all City divisions and agencies and is now situated within the Office of Emergency Management.

Eligible Ontario Works Clients will continue to receive their monthly payments via direct bank deposit, payment cards or mailed cheques.

Applications for Ontario Works financial assistance will continue online and through the City’s Application and Support Centre from 8:30 a.m. to 5 p.m. Monday through Friday. The Application and Support Centre is accessible by phone only:

COVID-19 Emergency Benefit

The COVID-19 Emergency Benefit, introduced as a one-time benefit in April, is now available in each month up to and including July 2020. It is available for people who are receiving Ontario Works to help cover the additional costs of COVID-related emergency needs, such as:

  • hygiene and personal protective supplies;
  • cleaning supplies;
  • non-medical transportation; or
  • additional costs for staple foods.

People receiving Ontario Works who request support with COVID-19 related costs can receive up to $100 for a single person or up to $200 for a family.

People receiving the federal Canada Emergency Response Benefit (CERB) are not eligible for the COVID-19 Emergency Benefit in the months of May, June and July.

If you have already applied for, or are already receiving the COVID-19 Emergency Benefit and are not receiving CERB you do not need to reapply; the benefit will be automatically extended until July. If you receive CERB you will not be eligible for the extension.

You will receive an auto-reply to confirm receipt of your email. If you provided a valid member identification number and contact telephone number, a caseworker will call you within 10 business days to confirm your eligibility. You do not need to call to follow up.

The City of Toronto is extending the cancellation of City-led and City-permitted major mass participation events with attendance of more than 250 people through July 31, and those with attendance of 25,000 or more through August 31.

This includes festivals, conferences and cultural programs held in facilities managed by City divisions or public locations, such as roads, parks and civic squares, with the exception of farmers markets.

The City is committed to working with event organizers to mitigate the impacts of these cancellations and to determine potential future dates once the public health crisis is contained and economic recovery efforts are underway.

Event Permits

No new permits will be issued until there is further direction on mass gatherings from Toronto’s Medical Officer of Health.

Special Waste Disposal Instructions

  • All personal hygiene/sanitary products, including tissues, napkins, paper towels, wipes, masks and gloves should be disposed of in the garbage. Diapers can continue to be disposed of in the Green Bin.
  • All material placed in garbage bins should be bagged, specifically cleaning products such as wipes, tissues/napkins/paper towels and other sanitary/hygiene products.

Instructions for Excess Waste

  • Any excess recycling should be placed in a large clear bag beside your Blue Bin. Recycling that is placed in black bags or bags that are not clear will be considered garbage. Excess cardboard should be flattened, cut into small pieces and bundled with string or twine.
  • Excess organics should be put in a clear bag and set out beside your Green Bin.
  • Garbage Tags are still required for excess garbage/bag-only collection and can be bought online and mailed to your home.

Important Notes for Commercial Properties

  • Businesses must be registered to receive City collection services.
  • City services include collection of garbage, Blue Bin recycling and Green Bin organics. Businesses must make their own arrangements for disposal of large furniture, appliances, electronic waste, yard waste and any hazardous waste.
  • Approved commercial customers must purchase City Garbage Tags or subscribe to garbage bin collection service. Garbage Tags are available for purchase online and at Toronto Shoppers Drug Mart and Canadian Tire locations.

Drop-off Depots

  • All Drop-Off Depots (Transfer Stations) have reopened to the general public.
  • The sites are operating under regular hours, with the exception of the Bermondsey and Ingram Drop-Off Depots, which are only open to the public on weeknights and Saturday mornings. Get current hours for all Drop-Off Depots.
  • Residents are asked to limit visits to Drop-Off Depots and practice physical distancing when visiting.
  • Cash will not be accepted at Drop-off Depots; payment must be made by debit or credit card.
  • Compost will not be available for pickup at any Drop-off Depots.
  • A face mask is recommended when one is unable to maintain a two-metre (six feet) distance from others. At Drop-off Depots, this includes interacting with staff at weigh scales or dropping off household hazardous waste.

  • All Community Environment Days scheduled in April, May, June and July have been cancelled.

Due to COVID-19, not all organizations are accepting donations of clothing and other items at this time. Please check with organizations before dropping off items and do not dump items outside of donation bins or put clothing in the Blue Bin recycling.

The City has developed a three tier approach to strengthening prevention against COVID-19 in the emergency shelter system. These tiers are prevention, mitigation, and recovery.

The City has rapidly implemented this plan, mobilizing response on an urgent basis, to be as prepared and stay one step ahead of a very rapidly evolving situation. The City is taking these steps because we know that many people experiencing homelessness have underlying chronic medical conditions that increase their risk from COVID-19 and this is a particularly vulnerable population.

COVID-19 Shelter Interim Recovery Strategy

The City of Toronto, in partnership with United Way Greater Toronto, launched a new task force of key homelessness sector stakeholders from now until June 30.

Engagement with community providers, Indigenous communities, heath sector and regional municipal partners, and the public about the actions needed will shape the next phase of the COVID-19 response for the shelter system in Toronto over the next six- to 12-month interim recovery period. The discussions will be organized around three key themes: Health Sector Integration and Infection Prevention; Housing Opportunities and Strategies; and, Shelter Capacity.

The strategy will begin to lay a new foundation for a recovery effort that can end chronic homelessness in Toronto by leveraging additional investments in supportive and affordable housing solutions.

Emergency Shelter

City-administered shelters, 24-hour respite sites and 24-hour women’s drop-ins are open and services continue to be available for people experiencing homelessness. The following programs and locations have been added:

  • 27 new sites have opened for physical distancing, including hotels and temporary facilities. This includes 9 temporary respite sites and expanded facilities with 366 spaces to create more opportunity for physical distancing for clients from shelters, 24-hour respites and 24-hour drop-ins.
  • As of June 30, community centres were returned for community use and clients experiencing homelessness were moved to alternative inside spaces.
  • Additional facilities are being looked at to be activated as needed
  • 18 hotels have been secured with 1,480 rooms occupied with more than 1,600 moved in for physical distancing
    • On April 16, a recovery site with a capacity for at least 200
    • May 8, a second downtown recovery location opened with a capacity for up to 250 individuals

As of June 15, the City reached 100 per cent physical distancing of two metres between beds in the shelter system, including all 75 existing shelter and respite sites plus the 33 new temporary response sites. A quality assurance team conducts site visits to verify that physical distancing between client beds is being maintained.

As clients experiencing homelessness move out of some sites, including community centres, they are moved to alternate inside spaces with 100 percent physical distancing and to maintain shelter system capacity.

Streets to Homes Outreach

Streets to Homes outreach workers continue to proactively connect with people staying outdoors to provide support and appropriate referrals. Staff are focused on the safety of those in encampments living outdoors.

On April 29, the City’s shelter division’s Streets to Homes outreach team with other divisions and community partners started moving clients who sleep outdoors into up 125 furnished, interim housing units.

Housing Support

The Access to Housing (formerly Housing Connections) office is closed for in-person visits.

Torontonians can submit Rent-Geared-to-Income Subsidy applications by fax, online or by mail. They can also contact a Housing Help Centre for support. Please contact Housing Help Centres to confirm hours and in-person services available as organizations may have changed how they are providing services.

The Canada-Ontario Housing Benefit is a new funding program providing eligible households with a Portable Housing Benefit to help with rental costs. The City of Toronto and Community Partners will contact eligible applicants about the availability of benefits.

On March 24, the City issued direction to more than 200 social and affordable housing providers to work with households whose income is affected due to COVID-19 and discontinue eviction-related processes.

Rapid Housing Access Initiative with the Toronto Community Housing Corporation

The City is working with the Toronto Community Housing Corporation (TCHC) on the Rapid Housing Access Initiative to identify vacancies that can be made available immediately to people currently in the shelter system. These TCHC units will be prioritized to those vulnerable to COVID-19, particularly seniors, who are living in the emergency shelter system and referrals will be made through the Coordinated Access System.

All Toronto Public Library (TPL) branches closed on March 13, 2020 to help reduce the spread of COVID-19. With Toronto moving to Stage 2 in the Provincial reopening plan, TPL is extending its library service beginning Monday, June 29.   • Place holds on new materials and schedule a time to pick them up at 69 branches.
  • Return your library materials at 72 branch drop boxes.

  • Remotely access all library online resources 24/7 using your library card, including ebooks, eaudiobooks, movies, music and more.

  • Customers will not be charged any late fees at this time and outstanding library fines will not increase while branches are closed. For customers not wishing to use the library’s curbside drop-off and pick-up service, holds will be waiting for them when branches reopen and there will be no fine for not picking them up.
  • Customers can renew their library card online. All expiring library cards have been extended so that library customers can continue to enjoy uninterrupted access to all digital resources. Toronto residents who do not have a library card can sign up for an Instant Digital Card, which provides access to TPL’s extensive ebook and eaudiobook collection through its OverDrive service.
  • All in-branch programs, events and room rentals, as well as mobile library service (Bookmobile and Home Library Service), remain cancelled until further notice.

Film Permits

Permits will be issued in compliance with recommendations made by municipal and provincial governments regarding the number of people who may assemble together. Municipal closures will be respected, and permits granted for locations that have subsequently closed are now cancelled. Registration is open for the CafeTO program, which aims to provide more outdoor dining areas to help some restaurants and bars create physical distancing for patrons on patios during the summer months, including looking at ways to expedite the current application and permitting process and waive fees for sidewalk and curb lane cafés.

Right of Way Permits

Only emergency right of way construction permits and permits connected to large-scale public infrastructure projects will be issued or reviewed.

Short-term Rentals

The Province of Ontario’s Emergency Measure Act lifted restrictions on short-term rentals in Ontario on June 5, 2020. In Toronto, all short-term rentals must comply with the Licensing and Registration Of Short-Term Rentals By-law that remains in effect.

Sports & Multi-Use Fields

All City of Toronto outdoor sport and multi-use fields are open for team training and permits will be issued to organizations for the remainder of the 2020 summer season.

Parking Enforcement

Parking enforcement by Toronto Police Service is returning to regular, pre COVID-19, practices. Enforcement will follow a phased-in approach over the summer months.

Change-over parking: Enforcement of change-over parking, in areas where parking regulations require a change from one side of the street to the other, began on July 2. If you park in one of these areas, please move your vehicle to the permitted side of the street.

Paid on-street parking: Enforcement of paid on-street parking (pay and display, not residential on-street parking permits) began July 2.

Parking Enforcement will continue to exercise discretion in other on-street areas and enforcement will only take place when necessary to ensure the safe flow of traffic.

Residential on-street parking permit enforcement begins midnight on August 14, and the enforcement of expired vehicle license plate stickers is suspended until further notice.


CurbTO is reducing sidewalk crowding in front of  businesses and retail locations throughout Toronto, supporting increased demand for pickup and delivery services.

Residential permit parking renewal

The parking permit renewal window will be a full month, from July 2 until August 3, and there will be six-month and 12-month renewal options available. Existing permit holders can renew using the online renewal system at or by mail.

New parking permit applications will be processed by mail and, for the duration of the emergency orders, a telephone option will be available. New applicants should contact the office before mailing in an application to ensure they have the proper documents.

Park Amenity Closures & Openings

The City of Toronto knows how important parks are for respite and serenity as well as an escape to nature and green space in our city. Parks remain open, however, some amenities remain closed including outdoor fitness equipment and playgrounds (more information below).

What is allowed in City parks?

You are encouraged to get fresh air and exercise.

Individuals need to continue being responsible and aware of their activities and interactions with other park users.

Provincial emergency orders and the City’s physical distancing by-law remain in effect. Under the City by-law, people who are not from the same household or the same social circle must maintain a physical distance of two metres apart in a park or public square.

Under the Province’s emergency orders, social gatherings and organized public events of more than 10 people are not permitted, unless all of the participants are members of a single household. The Province’s announcement about forming social circles does not increase the social gathering limitation of no more than 10 people.

At this time, City parks and some amenities are open for the following activities:

  • People can walk/run/bike in parks and ravine green spaces; beaches; trails; boardwalks
  • Parks green space is available for public use for those wishing to rest or read a book
  • You are allowed to bring a picnic to the park or sit on a blanket and enjoy the park setting as long as everyone present is a member of a single household or social circle, and that they remain more than two metres (or six feet) away from others
  • Dogs Off-leash Areas (locations)
  • Fishing with a licence
  • People can also boat, kayak, canoe
  • BMX and skateboard parks, and disc golf locations
  • Soccer fields and baseball diamonds
  • Sports and multi-use fields (for team training only)
  • Outdoor basketball courts
  • Tennis courts, platform tennis and pickleball courts
  • Bocce and lawn bowling facilities
  • Picnic tables and picnic shelters for use by up to 10 people from the same household or social circle with appropriate physical distancing
  • Fixed barbecues

Important reminders

  • While visiting a park, you must practise physical distancing and keep two metres (or six feet) away from people who are not from the same household or the same social circle.  People failing to practise physical distancing in a park or public square may be issued a $1,000 ticket.
  • While visiting a park, you must comply with the Province’s Emergency Order that prohibits a social gathering or organized public event of more than 10 people, unless everyone gathered together live in the same household or are part of the same social circle. People above the 10 person limit may be issued a $750 ticket.
  • Individuals may use outdoor sports facilities and multi-use fields for non-team sports, such as walking, running, biking, skateboarding, frisbee, kicking a ball, and low contact racquet sports like tennis, badminton, pickleball and ping pong.
  • Individuals are not permitted to play team sports, such as soccer or baseball, even on fields intended for this purpose unless they are members of the same household.
  • Lifeguards are supervising most of Toronto’s swimming beaches. Swimming without the supervision of a lifeguard or outside designated swim areas is not recommended.
  • Fixed barbecues in parks are available for use. You cannot use a privately owned, portable barbecue or hibachi in a park. No portable barbecue can be used without a parks permit, which are not being issued right now.
  • Permits are required for gatherings of 25 people, however, the City will not be issuing permits to comply with the Provincial order restricting gatherings of more than 10 people.


  • Park parking lots are now open (with the exception of Sunnyside Park and Sir Casimir Gzowski Park waterfront lots)
  • High Park is closed to traffic on weekends

Park washrooms are open. In addition, the City has opened a number of facilities with showers and drinking water for individuals in need of these services.

Alcohol in Parks

Please note that alcohol consumption in City parks is still prohibited.

There are three relevant liquor offences under Toronto Municipal Code, Chapter 608, Parks. Each offence carries a $300 fine:

  • §608-8A – Possess open liquor container in a park without permit
  • §608-8B – Provide/supply/make available liquor in a park to persons who appear to be underage
  • §608-8C – Consume/sell/serve liquor in a park without permit

The provincial Liquor Licence Act also carries $100 fines for drinking in public:

  • 31(2) – Consuming liquor in other than licensed premises, residence or private place
  • 31(2) – Having liquor in open container in other than licensed premises, residence or private place

The Act also has a $50 fine for being intoxicated in a public place (31(4)).

Trinity Bellwoods Park Physical Distancing Circles

As part of a pilot project to assist with physical distancing, Trinity Bellwoods Park has grids of painted circles roughly 10 to 12 feet apart across popular areas of the park. Environmentally-friendly athletic field marking paint was used to create the circles.

The circles are large enough for two or three people to sit or recline, but everyone should be from the same household or social circle.

If the park is crowded and circles are not available, please visit a less crowded park or return later. Parks near Trinity Bellwoods Park include Stanley Park and Alexandra Park. Bickford Park, Art Eggleton Park, Christie Pits Park and Dufferin Grove Park are also close.

Some amenities in parks are closed

The City can close a park, or any part of it, in the interests of public safety. The General Manager of Parks temporarily closed parks amenities. In addition, the Province has issued an Emergency Order and amendments to close outdoor recreational amenities and to reopen others. While in a park, residents must use park amenities or congregate in groups as directed.

Closed City park amenities include:

  • Playgrounds, play structures and equipment
  • Outdoor exercise equipment
  • Greenhouses, nurseries and conservatories
  • High Park Zoo and Riverdale Farm
  • Ice rinks (with or without ice)

Golf Courses

The City’s golf courses open for the 2020 season. Players must stay two metres (six feet) or the length of two golf clubs apart from others. Tee times can and must be booked in advance through the City’s website or by calling the golf course. People who drop-in or walk-in will not be permitted access to the course.

Farmers Markets, Community & Allotment Garden Permits

Commemorative Tree & Bench Program

Commemorative tree and bench program applications and processing of received applications is suspended.


Tree maintenance, inspection and removal continues. This work is prioritized based on safety hazards and assisting Toronto Hydro.

Seasonal tree planting continues. All volunteer events and programs are cancelled.

Service counters are closed, however applications continue to be reviewed and the City is processing permits, exception requests and payments. Contact your district office by email to make payment arrangements. Applications and exception requests can also be submitted by mail.

Toronto Island Park & Ferry

The City has resumed reduced Toronto Island Park ferry service, as permitted by Transport Canada. Please note the following details:

  • The ferry service is operating at half capacity and with a reduced summer schedule. Expect line-ups
  • Passengers are required to wear masks or face coverings
  • Visitors must buy tickets ahead of time. Tickets are only valid for the date selected at the time of purchase
  • Washrooms on the ferries are closed, however hand sanitizer dispensers will be available. Washrooms at the terminal and at Toronto Island Park will be open
  • Toronto Island Park public and commercial amenities, including Centreville and park playgrounds, and boat rentals will remain closed as required by current Province of Ontario emergency orders in this area.

Vision Zero

The Toronto Police Service continues to proactively enforce traffic laws in high-collision areas. Officers from the Toronto Police Service’s Vision Zero Enforcement Team are rotating in daily shifts across the city and patrolling for motorists who are speeding or stunt driving. All red light cameras in the city are active and tickets are being issued to motorists who disobey traffic signals.

Property Tax Payment Deferral Program

Continuing & Modified Services

All City-operated long-term care homes continue to provide 24-hour care and service.

Additional precautions have been taken in long-term care homes, including:

  • Enhanced active screening and testing of all new long-term care admissions, re-admissions or return admissions
  • Universal masking protocol for all staff and visitors
  • Enhanced Infection Prevention & Control (IPAC) and cleaning measures in all departments
  • Close collaboration with Toronto Public Health, hospital partners and the Ministry to safeguard residents, their loved ones and staff members.

The Supportive Housing Program is only offering essential services (assistance with personal care, medication reminders, and safety checks) to clients.

Gradual visiting will resume in three phases:

  1. Outdoor visits of one person per resident
  2. Two visitors at a time for outdoor visits as well as indoor visits for one essential family caregiver
  3. Two visitors per resident, for both indoor and outdoor visits

Outdoor visits will begin June 18 with the following Ministry mandated restrictions in place to keep residents, visitors and staff members safe.

  • The home cannot be in outbreak
  • Visitors must be screened and will have to confirm they have tested negative for COVID-19 within the previous two weeks of the visit
  • Visitors will bring and wear their own face covering (mask)
  • Visits must be pre-scheduled (no dropping by) with the home to ensure there is sufficient space and that all health and safety protocols are in place

Suspended Services

The Adult Day Programs at Bendale Acres, Cummer Lodge and Kipling Acres are suspended until further notice.

Homemakers and Nurses Services (HMNS) program is suspended until further notice. Case by case review will ensure safety of clients living in the community.

The Toronto Archives are currently closed to the public with no access to the Research Hall.

  • Dental outreach programs
  • Sexual health clinics (Talk Shop, Jane Street and Scarborough)
  • Community and school-based health promotion program (e.g., education and health promotion programs in schools and community agencies), including acceptance of referrals or requests for these services

  • ChemTRAC: businesses are still encouraged to submit their annual reports for the 2019 reporting year. Reports will be accepted after the reporting deadline of June 30.
  • Special event food safety review and monitoring, Food Handler Certification Program registration, training and certification, and consumer food safety education programs
  • Water sampling kit pick-up and drop-off for lead or well water.
  • Complaint response to smoking or vaping in any location, including:
    • bars
    • restaurants
    • public squares
    • apartments and condominiums
  • Receiving of bed bug and other insects, such as ticks for identification and submission
  • Issuing of Municipal Clearance Letters for special event food safety review and monitoring, and training and public education programs
  • Routine inspections of spas

Critical Toronto Water operations continue and include:

  • providing safe drinking water
  • safe collection and treatment of wastewater
  • stormwater management

Toronto Water is an essential service for Toronto’s residents and businesses. Toronto’s drinking water is safe to use and drink directly from the tap. It is continuously tested, monitored and analyzed to ensure it meets the strict standards of Toronto Public Health, the Province of Ontario and Government of Canada.

All emergency repairs and response continue, including emergency watermain break repairs. Critical construction projects related to water and wastewater infrastructure will continue. Some customer service and public education activities, including the HTO To Go Water Trailer, are suspended until further notice.

Toronto Transit Commission (TTC)

TTC services continue to be available with some operating changes.

Customer and employee safety are of paramount importance. Learn about mandatory masks and face coverings, changes to boarding, payments, extra buses on key routes and cleaning practices by visiting the TTC’s website.


Wheel-Trans customers are asked to only book essential trips at this time. Customers booking a trip to a hospital or COVID-19 assessment centre must call the Wheel-Trans Reservations Line at 416-393-4222 as these trips cannot be booked online.

Non-Wheel-Trans customers and local social work organizations are responsible for providing their own transportation to COVID-19 assessment centres. Please do not call Wheel-Trans. It is critical that the reservations line remain open for customers who may not have any other transportation option.

Wheel-Trans is transporting Toronto Community Housing and City shelter clients to assessment and isolation centres. These trips are not booked through the reservations line.

Other Essential Travel Options

Park washrooms will be open to the public starting June 20. In addition, the City has opened a number of facilities with showers, washrooms and drinking water for all individuals in need of these services.

Residents using public washrooms should maintain a distance of two metres or six feet from others at all times while waiting in line, and should wash hands or use hand sanitizer. It is also recommended that cloth face coverings are worn, especially when physical distancing is difficult. Read the guidelines for using public washrooms during COVID-19.

Marriage Licence Service

The City will resume the issuance of marriage licences on an appointment-only basis starting June 22. Toronto residents who wish to apply for a marriage licence can book an appointment online and must complete their application three days before their appointment. Applicants with appointments will be served by special arrangement at the North York Civic Centre.

Registry services counters at the City Clerk’s Office at City Hall and the Etobicoke and Scarborough Civic Centres are closed.

Wedding Chambers

The wedding chambers at City Hall, North York, Scarborough and York Civic Centre are closed and all existing permits are cancelled.  New bookings are temporarily suspended.

Other Locations

Event permits for City facilities, including civic centres, recreation facilities, and parks are cancelled.

High Park Zoo and Riverdale Farm

High Park Zoo and Riverdale Farm are closed. Staff are onsite and animals continue to be cared for. All programming and public education activities are cancelled.

Toronto Zoo

The Toronto Zoo is open. Visits must be pre-booked, and all tickets are timed. A drive-thru experience is also available.
