The City of Toronto and Province of Ontario are entering the final stages of a historic agreement to upload the Gardiner Expressway (Gardiner) and Don Valley Parkway (DVP) as part of the Ontario-Toronto New Deal.
Announced on November 27, 2023, the New Deal is helping the City achieve long-term financial stability and sustainability.
The upload of the Gardiner and DVP to the Province relieved the City of its largest state-of-good-repair liability and unlocks approximately $1.9 billion for investment in priorities such as transit, housing and City facilities, modernizing Toronto’s infrastructure and strengthening critical City services over the next decade.
Under this agreement, ownership and responsibility for the Gardiner Expressway and DVP will transfer to the provincial government in fall 2027.
Until the transfer of these highways is complete, the provincial government is providing up to $353 million to the City for their operation and maintenance. These funds are in addition to the $359 million provided in 2024 and 2025 and $73 million provided to accelerate repairs on the Gardiner, which led to their completion more than 18 months ahead of schedule.
The City will continue working with the provincial government to finalize the agreement and ensure a smooth and coordinated transition that maintains the safety, reliability and performance of these critical transportation routes.
