A busker or sidewalk artist requires a permit to play music or perform for voluntary donations in the street. Examples of buskers include musicians, singers, jugglers and mimes. Any amplified sound is not permitted
Preaching is not a form of a ‘busker’.

In-person services are available at the Licence and Permit Issuing Office, 850 Coxwell Avenue, 3rd Floor.
You must bring hard copies of all application requirements. Applications will not be started unless all requirements are provided. Digital copies of documents will not be accepted.
Payment can only be made by debit, credit or cheque. Cash will not be accepted.
Walk-in services are available for new applications Monday through Friday at 850 Coxwell Avenue, 3rd Floor from 8:30 a.m. to 4 p.m.

A photo of the applicant must be submitted with all other required application documents. It is essential that the photo provided complies with the Licence Application Photo Requirements.
Failure to do so may result in delayed or rejected applications.
Starting April 2026, busking is no longer allowed in the area around the Eaton Centre and Sankofa Square (Dundas Square); the East side of Bay Street from Dundas Street W. to Queen Street W; Victoria Street from Dundas Street East to Shuter Street; and Shuter Street between Yonge Street and Victoria Street.
Busking is not allowed on the following streets:
City staff will work with the local Councillor and Business Improvement Areas (BIAs) to identify specific busking locations in this area. These locations will be announced in 2027 and additional information will be provided then.
A busker or street performer licence will expire annually on March 30.
A renewal notice, identifying any documents required to renew the permit, will be mailed to the address on file.
The renewal fee is $55.91
