The Accessibility Fund Program was created to support the availability of accessible taxicab service and to offset the higher cost of providing wheelchair accessible service.

The program is funded by a regulatory charge on members of the industry. Toronto Taxicab Licensees (TTLs) and standard taxicab owners who have an accessible vehicle are exempt from these fees.

  • Funds will be disbursed to wheelchair accessible taxicab owners and drivers based on service standards and eligibility criteria.
  • Drivers will also be required to have valid accessible service training.
  • Drivers and owners under contract with the Toronto Transit Commission (TTC) Wheel-Trans program are not eligible.

If you are a taxicab owner with multiple accessible vehicles, you will need to apply for each vehicle separately.

If you hold both an accessible taxicab owner licence and vehicle-for-hire driver licence, then you can apply for both grants. But you need to submit two separate applications if you meet the requirements for each licence type.

Applications for the Accessibility Fund Program for services offered in 2025 are now being accepted. Applications will be open year-round and the deadline to apply is December 31, 2026.

    Please check that all the required information is provided in your application form and that you have also obtained the brokerage signature. Incomplete or unclear application forms will not be considered and will be refused.

    The Accessibility Fund Program has been updated in 2026. The program now has two grants for wheelchair accessible taxicab owners. The eligibility criteria for the two grants are different. An applicant can receive both grants if they meet the eligibility requirements.

    1. One-time grant for newly converted accessible vehicles

    This is a one-time grant of $25,000 to offset the cost of converting accessible vehicles. This grant is applicable for both newly converted side and rear entry accessible vehicles, but only for those registered in 2025.

    After a vehicle is newly converted into an accessible vehicle and receives this one-time grant, it cannot qualify for the grant again.

    2. Annual grant and incentive

    The annual grant and incentive are based on whether taxicab owners meet the service standards, such as the number of hours the taxicab was operating and available for hire and whether a wireless point-of-sale machine was provided to customers.

    The maximum funds available under the annual grant and incentive are:

    Side entry vehicle

    Annual grant: up to $3,134.7
    Annual incentive: up to $2,053.11
    Total maximum funds: $5,187.82

    Rear entry vehicle

    Annual grant: up to $2,501.43
    Annual incentive: up to $1,419.83
    Total maximum funds: $3,921.26

    Annual grant and incentive

    The annual grant and incentive for wheelchair accessible trained drivers are based on service standards and eligibility criteria. Accessibly trained vehicle-for-hire drivers under contract with the Toronto Transit Commission (TTC) Wheel-Trans program are not eligible. The maximum funds available to eligible drivers is $2,366.00.

    The City will email all applicants to advise if they have been refused funding under the program. If a taxicab owner or vehicle-for-hire driver has been refused, they have 10 days to appeal this decision.
