Scarborough Community Council recommends that:

 

1.        City Council designate part or those parts of the private road or roads shown on the site plan filed with the Fire Chief in respect of the municipal addresses set out below as fire routes pursuant to Municipal Code Chapter 880- Fire Routes – 3250, 3260, 3262, 3272, 3276 and 3278 Midland Avenue.

Summary

The report requests that City Council deny the request to remove a privately-owned tree, located at the front of 20 Holswade Road.  The owner proposes to demolish the existing single family dwelling, and build a new two-storey single family dwelling with a larger footprint.

 

Inspection of the tree by staff revealed that the tree is in good condition and there are no visible signs of disease. With proper care and maintenance, the tree should continue to provide benefits to the community for many years.  Urban Forestry cannot support removal of this tree due to its viable condition.

1.         Approved the application for an encroachment agreement for 55 Robinson Avenue, subject to the following conditions:

 

a.         That the owner(s) enter into an encroachment agreement with the City to the satisfaction of the City Solicitor and the General Manager of Transportation Services;

  

b.         That the life of the Agreement be limited to 10 years from the date of registration on title or to the date of removal of the encroachment at which time, the City may consider the Agreement for further extension, if requested by the applicant;

 

c.         The indemnification be provided to the City for all liability relating in any way to the encroachment with the City of Toronto added as additional insured for such liability for the lifetime of the Agreement in a form as approved by the City Solicitor, in an amount no less than $2,000,000.00 or such greater amount as the City Solicitor may require;

 

d.         That in the event of sale or transfer of the property abutting the encroachment, Legal Services be authorized to extend the Encroachment Agreement to the new owner, subject to the approval of the General Manager of Transportation Services; and

 

e.          The owner(s) pay the following fees:

 

i.          Application Fee of $480.46.

 

ii.         Legal Administration Cost and Registration on Title, plus disbursements, including G.S.T.

 

iii.        Encroachment rental fee of $480.46.

This report describes the need to install lane designation signage at a signalized intersection in the Scarborough Southwest Community in the Midland Avenue and Kingston Road area.

 

It is recommended that the southbound right-turn lane at the intersection of Midland Avenue and Kingston Road be regulated to clearly define traffic lane usage. This measure is being recommended to normalized traffic operations and mitigate any conflicting between through traffic and turning movements.

This report responds to a request to install parking machines along Lee Centre Drive. 

Transportation Services recommends that parking machines be installed on portions of Lee Centre Drive to provide short term on-street parking while maintaining safe and efficient two way traffic flow and access to the retail and residential properties located along Lee Centre Drive.

 

It is also recommended that Transportation Services install “No Standing” parking regulations along Lee Centre Drive in the areas of the driveways and curves as well as opposite a condominium’s loading zone.  The “No Standing” regulations are recommended to ensure appropriate sight lines, maintain truck turning radixes and allow clear access along the roadway.

 

The pay and display parking areas will accommodate approximately twenty (20) vehicles.

This report responds to a request from the Toronto Parking Authority (TPA) for the installation of parking machines on Brian Harrison Way.

 

Transportation Services is recommending that parking machines to be installed on portions of the west side of Brian Harrison Way to permit pay and display parking 7 a.m. to 6 p.m., Monday to Saturday with the rate of $1.50 per hour for a 3 hour maximum as per the TPA request.  These rates will be consistent with parking machine rates on Borough Drive along side the Scarborough Civic Centre. Should these proposed regulations and parking machines be approved, both short term on-street parking and safe and efficient two way traffic flow and access to the retail and residential properties located along Brian Harrison Way will be maintained.

This report details the minor on-street stopping regulation changes that are possible along the west side of Charlottetown Boulevard to allow 3-hour parking in front of residential homes during the daytime period.  It also describes the minor on-street standing and parking regulation changes required along the east side to ensure that the by-laws match the posted parking regulations, and to enhance both traffic safety and flow in front of Charlottetown Junior Public School in the on-street pick-up/drop-off zone.

 

Community Council’s approval of the standing and parking regulations along the east side would enhance traffic safety at these locations and allow enforcement by the Toronto Police Service. Approval of the stopping regulation amendments along the west side would allow casual parking to occur when the traffic activity related to the nearby school is minimal.

This report responds to a concern about vehicles parked on both sides of the offset intersection at Evenwood Avenue and Newmains Court. When vehicles are parked on the horizontal curve, they restrict the safe and efficient flow of two-way traffic and motorists sight lines are partially obstructed.

 

Staff has confirmed the need for revised parking regulations in order to maintain a safe and efficient flow of two-way traffic on Evenwood Avenue and Newmains Court.

As a result of a request from Councillor Moeser on behalf of a resident, Transportation Services staff reviewed the location, and the immediate area. The three-way intersection (Orchard Park Drive at West Hill Drive) is the only uncontrolled intersection in the area. 

 

It is recommended that a minor street stop sign be installed at the subject uncontrolled three-way intersection to clearly define the right-of-way and to regulate traffic flow.

This applicant has submitted a rezoning application at 2901 and 2925 Sheppard Avenue East to permit the construction of a 3-storey, mixed-use building with the first 2 storeys being used for retail purposes and the third floor for medical offices.  The applicant has also filed an application for site plan approval.

 

This report provides preliminary information on the above-noted applications and seeks Community Council's directions on further processing of the rezoning application and on the community consultation process.

1.         City Council amend the former City of Scarborough Employment Districts Zoning By-law No. 24982 (Marshalling Yard), as amended by By-law No. 2-2008(OMB), with respect to lands municipally known as 50, 60, 80, 90, 100 Scottfield Road, to lift the Holding designation (H) from the subject lands substantially in accordance with the draft zoning by-law amendment attached as Attachment No. 4 of the report (February 17, 2010) from the Director, Community Planning, Scarborough District.

 

2.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft zoning by-law amendment as may be required.

Committee Recommendations

Scarborough Community Council recommends that:

 

1.         City Council amend the Official Plan substantially in accordance with the draft official plan amendment attached as Attachment No. 5 of the report (February 18, 2010) from the Director, Community Planning, Scarborough District.

 

2.         City Council amend Zoning By-laws 1978 and 12077 substantially in accordance with the draft zoning by-law amendment attached as Attachment No. 6 of the report (February 18, 2010) from the Director, Community Planning, Scarborough District. 

 

3.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft official plan amendment and draft zoning by-law amendment as may be required.

 

4.         City Council, in accordance with the delegated approval under By-law No. 229-2000, be advised that the Chief Planner may approve the draft plan of subdivision, as generally illustrated in Attachment 1 of the report (February 18, 2010) from the Director, Community Planning, Scarborough District, subject to:

The applications to amend the zoning by-law and the proposed draft plan of subdivision were made before January 1, 2007 and are not subject to the new provisions of the Planning Act or City of Toronto Act, 2006.  The application to amend the Official Plan was made on or after January 1, 2007 and is subject to the new provisions of the Planning Act and the City of Toronto Act, 2006. 

 

Official plan amendment, rezoning and plan of subdivision applications have been submitted to permit the development of 25 single detached residential homes and 74 townhouse units, for a total of 99 dwelling units.  The proposal would result in the creation of three new 18.5 metre wide public roads and a park located at the northeast corner of the development site.  The official plan amendment will amend Map 3 of the Official Plan by narrowing the Lawrence Avenue East right-of-way adjacent to the site from 36 metres, to 30.86 metres.  The project proposes to incorporate a former road allowance owned by the City that bisects the development site from north to south in order to comprehensively develop the entire site.

 

The purchase of the City land is subject to a separate report to Government Management Committee.  This report reviews and recommends approval of the applications to amend the Official Plan and zoning by-law.  This report also advises that the Chief Planner may approve the draft plan of subdivision.

Scarborough LRT
Committee Recommendations

Scarborough Community Council recommends that:

 

1.         City Council request the Toronto Transit Commission to report to the Scarborough Community Council on the following issues related to the planning of the Scarborough LRT network:

 

a        a full plan to address alternative transportation for commuters in the event of a Kennedy Station closure;

 

b.         the specifics of an outreach strategy to all Business Improvement Areas (BIAs)along the planned LRT corridor at least 6 months prior to the commencement of construction, and that TABIA be engaged as a co-ordinating partner in this outreach strategy;

 

c.         the results of this outreach strategy be published in local community newspapers, at the TTC's cost, on TTC websites and through local BIA and neighbourhood associations affected by the LRT construction; and

 

d       the TTC provide to all affected BIAs periodic updates on construction activity.

 Scarborough Community Council:

 

1.         requested the Manager of Transportation Planning, Scarborough Division, to review the document by Councillor Thompson, titled, “Scarborough LRT Redux,” and report back to the May 25, 2010 meeting of Scarborough Community Council, commenting on the following;

 

a.         Physical feasibility;

 

b.         Quality of the service (number of stops, average speed, reliability, etc.)

 

c.         Urban development impacts, including transit-oriented development and accessibility of the service, compared to TTC preferred alignment;

 

d.         Economic impacts, environmental impacts, and capital cost savings, compared to TTC preferred alignment;

 

2.         reaffirmed its support for the Brimley Station to be incorporated in Phase I of the SRT; and

 

3.         expressed its support the process being undertaken by Planning Transportation staff in developing a business case in support of the Brimley Station for presentation to Metrolinx.
