What's new
This on-line version (file size 2.6 MB) pdf document of the Official Plan is a consolidation of the Official Plan policies in effect as of September 2007. This consolidated edition incorporates:

  • All policies approved by the Ontario Municipal Board up to the conclusion of the July 10, 2007 prehearing conference.
  • All policies appealed to the Ontario Municipal Board for which a decision by the Ontario Municipal Board has not been determined.
  • All Official Plan Amendments in effect as of July 2007 and identified in the consolidation note in the Official Plan.
Please note that the Special Policy Area polices in Section 3.4 of the Official Plan remain under appeal along with a number of site specific polices and Secondary Plans as noted in red on Map 35. For a complete listing of these outstanding appeals, please refer to the OMB Orders.

Electronic Official Plan
The electronic version of the Official Plan, including all narrative text, policies, maps and images, are exact reproductions of the printed document dated September 2007. Any minor differences, where they exist, have either been incorporated into the on-line copy for the purposes of web navigation and/or occurred as a result of the process required to translate the Official Plan from a hard copy to an on-line reproduction. Some of these differences include:
  • Yellow text boxes identifying the size of the maps on the Table of Contents
  • Removal of the title pages for Volumes 2 & 3 (Secondary Plans, Site and Area Specific Policies)
  • Additional navigation page for the Site and Area Specific Polices and navigation instructions within a yellow text box on Map 35 (Secondary Plans)
  • Minor page numbering differences on certain Secondary Plans and within the Site and Area Specific Policies (i.e. North York Centre pages 55 & 56 of the hard copy version appear as pages 56 & 57 on the online version and Site and Area Specific Policy No. 211 has a modified page numbering system)
For the most accurate Official Plan reference, interested parties should consult the original Official Plan, the Minister's certificate page, and the Ontario Municipal Board Orders, as lodged in the office of the City Clerk of the City of Toronto.

The Official Plan is in PDF format (file size 2.6 mb). This is an overview of how to navigate the plan:
  • The first link to the Official Plan goes to the table of contents and content of Chapters 1 to 5.
  • The maps that accompany Chapters 1 to 5 are each linked to a separate PDF. To get back to the text, click on the back button  picture of back button in your browser.
  • Secondary Plans are linked from map 35. Click on a number on map 35 to get to the corresponding secondary plan.
  • The 294 site and area specific policies are listed in groups. If you don't know the policy number, identify the number by consulting Maps 24-34 and then find the group that contains your policy number.
Highlights
The development trends since Council's adoption of the Official Plan indicate that Toronto is well on its way to providing sufficient new housing for the anticipated population growth. Development activity is largely taking place in the priority locations articulated in the growth management policies of the Official Plan. Highlights of the Official Plan:
  • identifies where significant new jobs and housing will be encouraged
  • promotes growth that is less reliant on the private automobile
  • calls for a transit-based growth strategy by directing development to areas with good transit while improving transit in major growth areas
  • protects the physical character of Toronto's low-rise neighbourhoods
  • emphasizes environmentally sustainable development
  • contains design policies to guide the physical form of development and public realm improvements
  • seeks to ensure the social and environmental infrastructure is in place to serve Toronto's present and future residents
  • protects the city's important employment districts, and
  • protects heritage buildings and resources and preserves our natural areas and ravines
