Social Development, Finance & Administration drives transformative change to achieve stronger, safer, and more equitable communities and neighbourhoods in Toronto.

The division leads the City of Toronto’s equity and inclusion strategies through:

  • Partnerships with grassroots, community and non-profit organizations; City divisions and agencies; and other orders of government
  • Social and community development programs and initiatives
  • Community safety and wellbeing and violence prevention and intervention initiatives
  • Funding, resources and research provided to community and non-profit organizations
  • Service navigation and equitable access to community benefit programs
  • Strategic plans and policies that advance social and economic inclusion for marginalized residents and communities

Community and neighbourhood development programs and policies support inclusion of Indigenous, Black, and equity-deserving residents and communities through:

  • Partnerships with community-based organizations who serve youth
  • Support for equity-deserving groups to access services
  • Resources and capacity building opportunities for all Toronto
  • neighbourhoods, with a focus on 31 Neighbourhood Improvement Areas
  • Funding for community non-profit organizations, resident-led initiatives, and support and funding for Indigenous-led and Black-led organizations
  • Programs and supports for youth employment and youth engagement

Community Safety & Wellbeing programs, strategies and services foster and build community safety and wellbeing through:

  • Operate the Toronto Community Crisis Service
  • Collaboration across sectors, communities and governments
  • Violence prevention and intervention
  • Strengthening the community crisis service system and reducing reliance on emergency response
  • Response and recovery support for communities affected by violence

Community Funding provides funding for community non-profit organizations and resident-led initiatives, partnership development with funders, and support for Indigenous-led and Black-led organizations.

Social Policy and Planning leads city-wide policies, strategies, research, social data analytics, and action plans that promote and support equity, poverty reduction, and anti-racism that advance inclusive economic and social development; partnerships with community-based organizations and geographic Information System Mapping, research, and performance management.

Human Service Integration provides improved access to provincial and City of Toronto financial supports such as Ontario Works, childcare fee subsidies, rent-geared-to-income, recreation subsidies, hardship funds for medical-related items, funerals, and transit discounts under Fair Pass.
