The Development Review (DR) division is streamlining and enhancing the development review process citywide to help the City meet its strategic goals to deliver housing faster with a focus on affordable housing.
A complaint is an expression of dissatisfaction with the City’s services, programs or staff. A complaint could be about Development Review staff or the quality of the service you received from Development Review.
Please review the Corporate Customer Service Standards to ensure you understand general response timelines before submitting a complaint.
It is also recommended that you discuss any application-specific matters directly with the planner-on-file and/or relevant member of the review team. Most application-specific matters are handled this way and are resolved promptly. If you are not satisfied with how the matter is handled, please submit a complaint.

After completing the complaints process, if you feel you have been treated unfairly or received unfair service, you can contact Ombudsman Toronto.
Your comments and suggestions about Development Review and individual development applications are welcome. Comments will be forwarded to relevant team members for review and assessment.
Comments about individual development applications should be sent to the Community Planning team member listed on the right-hand contact panel for the application’s webpage on the Application Information Centre.
