The Development Review (DR) division is streamlining and enhancing the development review process citywide to help the City meet its strategic goals to deliver housing faster with a focus on affordable housing.

A complaint is an expression of dissatisfaction with the City’s services, programs or staff. A complaint could be about Development Review staff or the quality of the service you received from Development Review.

Please review the Corporate Customer Service Standards to ensure you understand general response timelines before submitting a complaint.

It is also recommended that you discuss any application-specific matters directly with the planner-on-file and/or relevant member of the review team. Most application-specific matters are handled this way and are resolved promptly. If you are not satisfied with how the matter is handled, please submit a complaint.

How to Submit a Complaint

Email DevelopmentReviewIssues@toronto.ca with the general or application-specific complaint.

What Happens Next

  1. An email confirmation of receipt of comment will be sent within two business days.
  2. The complaint will be sent to and investigated by a supervisor or project coordinator, depending on the nature of the complaint. If the subject of the complaint is not within the jurisdiction of Development Review, the complaint will be forwarded to the relevant team.
  3. A full investigation will be completed.
  4. The supervisor or project coordinator will follow up with the complainant, if required.
  5. The supervisor or project coordinator will take appropriate steps to address the complaint.
  6. The supervisor or project coordinator will respond to the complainant within 10 business days of receiving the complaint.

After completing the complaints process, if you feel you have been treated unfairly or received unfair service, you can contact Ombudsman Toronto.

Your comments and suggestions about Development Review and individual development applications are welcome. Comments will be forwarded to relevant team members for review and assessment.

How to Submit a Comment

Comments about individual development applications should be sent to the Community Planning team member listed on the right-hand contact panel for the application’s webpage on the Application Information Centre.

  2. The relevant Development Review team member will follow up with the sender.

A compliment is an expression of appreciation of Development Review staff or the quality of the service received from Development Review.

What Happens Next

Compliments will be forwarded to the management team and shared with the appropriate team members. Compliments will not be responded to unless a response it requested.
