City-Wide Tennis & Pickleball Court Improvements

The City is working with communities to collect feedback about upgrades to tennis courts across the city, including improvements to lighting, fencing and court surfaces. The community engagement process will also explore opportunities to introduce new facilities to support the growing sport of pickleball.

The courts selected for this project were chosen based on factors like their condition, accessibility and the goal of ensuring fair distribution across the city, with funding limited to one park per ward. This helps prioritize upgrades in communities that need them most, making sure resources are directed where they are needed.

  • November/December 2025: Construction complete

Construction will take place at several parks simultaneously. The timeline is subject to change.

This project has been classified as a Consult project based on the International Association of Public Participation Spectrum. This means your input will help guide the overall approach to the project and will inform the specific direction taken for each park.

Online Survey

From January 29 to March 3, an online survey collected feedback on the proposed improvements and options for adding pickleball at the courts.

October 2024

Advisory Group Meetings

The project team met with the Tennis Liaison Committee on October 22 and the Pickleball Advisory Group on October 23 to present the project and answer questions.

In this phase, the City conducted additional surveys based on feedback from Phase 1.

September 2025

Online Survey – Birchmount Park

From September 1 to September 15, an online survey collected feedback from 704 respondents about opportunities to incorporate pickleball at Birchmount Park. Key feedback is below.

Court Usage:
  • 74 per cent (519) play pickleball.
  • 34 per cent (241) play tennis.
  • 11 per cent (74) are interested in playing pickleball but don’t currently. 
  • 8 per cent (57) are interested in playing tennis but don’t currently. 
  • 8 per cent (54) do not use the tennis courts at all.
  • 2 per cent (12) indicated none of the above. 
  • 1 per cent (9) use the courts for other activities. 
Travel Patterns:
  • 14 per cent (100) travel less than 0.5 km to reach the park. 
  • 22 per cent (152) travel 0.5 to 0.9 km. 
  • 49 per cent (342) travel 1 to 5 km. 
  • 16 per cent (110) travel more than 5 km to the courts. 
Preferred Configuration of Tennis and Pickleball:
  • 46 per cent prefer that two tennis courts be changed into four dedicated pickleball courts.  
  • 34 per cent prefer that the dual-use court be changed into two dedicated pickleball courts.
  • 20 per cent prefer that the courts stay as they are.

August 2025

Online Surveys – Sorauren Avenue Park and High Park

From July 21 to mid-August, two surveys collected feedback on incorporating pickleball on tennis courts at Sorauren Avenue Park and High Park.

377 respondents participated in the survey on incorporating pickleball on tennis courts at Sorauren Avenue Park. Key feedback is below.

Court Usage:
  • 70 per cent (264) play tennis at the courts. 
  • 34 per cent (129) play pickleball at these courts. 
  • 18 per cent (67) are interested in playing pickleball but don’t currently. 
  • 8 per cent (31) are interested in playing tennis but don’t currently. 
  • 2 per cent (7) use the courts for other activities. 
  • 0 per cent (1) indicated none of the above. 
Travel Patterns:
  • 43 per cent (163) travel less than 0.5 km. 
  • 31 per cent (117) travel 0.5 to 0.9 km. 
  • 24 per cent (91) travel 1 to 5 km. 
  • 2 per cent (6) travel more than 5 km to the courts. 
Preferred Configuration of Tennis and Pickleball:
  • 40 per cent prefer that pickleball lines be added to two courts, making them dual-use.
  • 38 per cent prefer that pickleball lines not be added to any courts.
  • 16 per cent prefer that pickleball lines be added to one court, making it dual-use.
  • 7 per cent were neutral or unsure.

  • 66 per cent (215) play tennis at the courts. 
  • 32 per cent (104) play pickleball at these courts. 
  • 16 per cent (51) are interested in playing pickleball but don’t currently. 
  • 7 per cent (22) are interested in playing tennis but don’t currently. 
  • 6 per cent (20) don’t use the courts at all.
  • 1 per cent (2) use the courts for other activities. 
  • 1 per cent (3) indicated none of the above. 
Travel Patterns:
  • 25 per cent (80) travel less than 0.5 km. 
  • 31 per cent (100) travel 0.5 to 0.9 km. 
  • 39 per cent (127) travel 1 to 5 km. 
  • 6 per cent (19) travel more than 5 km to the courts. 
Preferred Configuration of Tennis and Pickleball:
  • 28 per cent prefer two dedicated pickleball courts and two dedicated tennis courts.
  • 26 per cent prefer three dedicated tennis courts.
  • 24 per cent prefer three dual-use courts with lines for both tennis and pickleball.
  • 22 per cent prefer keeping the current configuration of one tennis court and two dual-use courts.
