City Planning is undertaking a public realm master plan for the Kennedy Station Area. This plan will provide a public realm vision for the area to guide changes as growth and future development occur. The study will include the evaluation of appropriate pedestrian and cycling connections, streetscape, transit integration and include direction on public realm and open space improvements.

The Kennedy Station Area is a significant transportation hub connecting regional and local transit. Kennedy Station is the current terminus of Line 2 Bloor-Danforth and hosts the Kennedy GO stop on the Stouffville GO rail line.

The Kennedy Station area is rapidly changing, three additional lines are planned for or under construction including the, Eglinton Crosstown Light Rail Transit (LRT), Eglinton East LRT and the Scarborough Subway Extension as well as improvements and replacement of existing transit opportunities through the GO Expansion Program and the Line 3 Replacement bus. This area will also include the location of a City initiated housing project through the Housing Now Initiative.

To respond to the increase in transit opportunities and growth this plan will provide public realm direction that supports transit connectivity and improves the pedestrian and cycling experience through consideration of pedestrian and cycling connections, streetscape, transit access and open space.

The study area is generally bounded by the Mixed Use Areas along Eglinton Avenue East from Ionview Road to Falmouth Avenue.

Fall 2024 Engagement

City staff undertook public engagement from September to December 2024. Engagement included two pop-ups, an open house, a workshop, and a drop-in. Below is one-page high-level summary of the events and most discussed topics:

 

Council has recommended through the adoption of Transit Priority Measures to Support Scarborough SRT Bus Replacement, Advancing Eglinton East Light Rail Transit and Potential Adaptive Reuse – Scarborough Rapid Transit Elevated Track directions for the area that will be considered as a part of the public realm master plan.
