On May 5, 2021, City Council adopted the King-Parliament Secondary Plan. Zoning By-law amendments for the Queen Street, Corktown, Old Town, West Don Lands and Distillery District Policy Areas were also adopted. The Secondary Plan and Zoning By-laws have been appealed to the Ontario Land Tribunal and are not in full force and effect.

The updated King-Parliament Secondary Plan builds on the Downtown Plan and provides direction on built form, the public realm and heritage. An updated zoning framework reflects the existing and planned land uses and built character of King-Parliament’s five Policy Areas.
