Special events in the City of Toronto that offer personal services on-site must comply with the guidelines and with all applicable sections of the Ontario Personal Services Regulation 136/18, under the authority of the Health Protection and Promotion Act, R.S.O., 1990.

Special events include conventions, expos, shows, and fairs.

Personal Services

General

These guidelines are intended to be used for special events attended by the general public or industry representatives where personal services are provided, such as:

  • hairstyling
  • barbering
  • tattooing
  • micro pigmentation
  • ear piercing
  • body piercing
  • electrolysis
  • manicures
  • pedicures
  • aesthetics (facials or waxing)
  1. Complete the Special Events Offering Personal Services Coordinator/Organizer’s Survey.
    • Complete the survey with Toronto Public Health (TPH) 14 days prior to any event.
    • The completed survey will be sent to the BodySafe Program.

  2. Provide each vendor with the appropriate documents. This includes, but is not limited to:
  3. Provide TPH with:
    • a list of all vendors that will be offering a personal service at the event.
    • NOTE:  If new vendors are identified after the application has been submitted, a new list must be immediately faxed to TPH.
    • a site map, which includes:
      • vendor booth numbers
      • vendor’s names
      • location of all facilities including washrooms and hand washing stations
      • other activities such as food outlets
    • Notify TPH’sHealthy Environments, Food Safety program by completing the online notification survey if food is sold or served at the event.
  4. After receiving and reviewing your coordinator/organizer survey, a Public Health Inspector (PHI) will contact you within 48 business hours to discuss your application.

  1. Complete the survey with Toronto Public Health (TPH) 14 days prior to any event.
  2. The completed survey will be sent to the BodySafe Program.
    1. After receiving and reviewing your coordinator/organizer survey, a Public Health Inspector (PHI) will contact you within 48 business hours to discuss your application

    Note: Vendors providing any personal services will be subject to an inspection by Toronto Public Health (TPH) at or before the event date. Vendors that do not meet the requirements may be ordered to close their booth.
