The City of Toronto is supporting manufacturing in Toronto through the new Economic Development and Growth in Employment (EDGE) Incentive program, advocating for the protection of employment lands, and by maintaining more competitive water rates for eligible industrial users, helping Toronto remain a strong place to do business.
At an event held today at National Dry Beverages, a locally owned and operated manufacturer, Mayor Olivia Chow was joined by Councillor Shelley Carroll (Don Valley North), the Mayor’s Economic and Development & Culture Champion, Councillor Anthony Perruzza (Humber River-Black Creek), and Dave Watson, Vice President, Operations, National Dry Canada to reinforce the City’s commitment to creating an inclusive, competitive and resilient economy.
National Dry Beverages is the City’s first recipient of the Economic Development and Growth in Employment (EDGE) Incentive Program. Through the EDGE Incentive Program, the City will support National Dry Beverages in doubling the size of its manufacturing operations, by constructing a 62,000 sq. ft addition to its existing facility – expanding its footprint to approximately 113,000 sq. ft. The company provides full-service and private-label bottling of carbonated and non-carbonated beverages for clients.
As a result of the expansion, National Dry Beverages will substantially increase its production capacity, operating on a 24/7 basis enabling them to run aluminum and glass lines simultaneously, and creating 20 new full-time jobs. National Dry Beverages’ expansion represents $18.1 million in construction investment, approximately 62,000 sq. ft of new industrial space, and a permanent workforce increase of nearly 40 per cent.
The EDGE Incentive Program
The EDGE Incentive program provides incentives in the form of Tax Increment Equivalent Grants (TIEGs) to support the new construction or major renovation of buildings in targeted employment sectors and for certain uses throughout Toronto.
The EDGE Incentive Program is a key deliverable in support of City Council’s Sidewalks to Skylines: An Action Plan for Toronto’s Economy 2025-2035, and was introduced to support growth and investment in Toronto’s key economic sectors, create inclusive jobs, and enhance Toronto’s presence and competitiveness among neighbouring and international jurisdictions that often have similar financial incentives and/or tools to support commercial/industrial investment.

Enhanced supports for businesses in response to U.S. tariffs
The EDGE Incentive Program is also one of many actions introduced by the City to directly address U.S. tariffs and support local businesses and workers in impacted sectors, reinforcing the City’s commitment to protecting and strengthening employment areas as drivers of good jobs, productivity, and regional competitiveness.
